Hydro profits are being skimmed off by the provincial government through such devices as a water rental fee. Campbell says this water rental fee has grown to $220 million in 1990-91 from $217 million in 1986 and $1.2 million in 1965. In the past 11 years, the utility has paid $1.7 billion in water Tental fees into the provincial gov- emment, Campbell said. In addition, B.C.
