But on March 9) a possible solution came to council with a letter from the province’s Agricul- tural Land Commission, stating the commission would like to rule on any applications to put a second house on agricultural land. In order to preserve Hagan House, council had considered passing a bylaw which stated a heritage-designated home would not be counted a residence for zoning purposes. Hagan House is located at 7764- West Saanich Rd., a parcel which is already occupied by another residence. Allowing two resi- dences on that property contra- venes Central Saanich zoning bylaws. However Ald. lan Cameron sug- gested the bylaw would allow owners of heritage properties to have their existing home declared Subtle sign for parking problem A subtle sign was used to con- vince a neighboring employee from occupying a prime parking space last week. Dave Wilson’s 1970 Jeep CJ-6 was parked in the first stall of the Sidney Centre parking lot about 7:40 a.m. Thursday when only two cars were in the parking lot. Tacked to the back of the Jeep with tape was a sign stating: -“Can’t Find A Parking Space??? Come and ask me to move. I work at Old Country Rentals across the street.” Wilson was unaware of the sign and said employees are not allowed to park in the smaller Old Country lot. Meanwhile, Roland Shanks of Sea Line Type and Graphics, the nearest merchant to the Jeep, said with a smile, “I don’t know any- thing about it, but the guy parks there every morning and goes across the street. “It’s tight parking in here with- out staff occupying the spaces.” Despite signs telling motorists of a two-hour restriction, Shanks says he is against towing, saying it is too severe, and hoped to get a friendly message across. “People just have to be reasona- ble. I hope they see the humor in it.” Experiences in the past have convinced Shanks that having peo- ple towed causes extreme discord and inconvenience to customers. Reviewing just one area of the municipality, he identified 32 homes which could easily qualify as heritage homes, leading to second homes on those properties. “According to this bylaw, if you designate the house heritage, auto- matically you can build another house.” Ald. Arlene Box challenged Cameron’s figures March 2, say- ing she only identified four houses which might qualify under the proposed bylaw. Ald. Clarence Bolt feared the bylaw would then give people incentive to buy an older home, gain a heritage designation on the home and build a second home on the lot. “J think it’s just another loop- hole in our bylaw to allow a person to build a second home on their land,” Ald. Jack Mar remarked. Mayor Ted Jones pointed out council had to take some steps to preserve the Hagan House. Box said the property owner lived in the other house on the property and would not be willing to vacate that home in order to conform to the zoning and still preserve the Hagan House. Municipal clerk-administrator George Sawada said the proposed bylaw had been the method favored by council to resolve the problem. He suggested the lot size limita- tions of the proposed bylaw applies specifically to Hagan House. “We could unabashedly pass a bylaw called the Hagan House loophole,” Cameron suggested. He advocated a slight rewording of the bylaw which made a second dwelling on the property possible at council’s discretion, provided one building was a designated heritage building. Council members initially approved Cameron’s amended wording and voted Feb. 24 to send the proposed bylaw to the agricul- ~ tural land commission for com- ment.
