Commission sniffs at building carrot Members of the Peninsula Rec- reation Commission are tempted but wary of a proposal which would bring a 1994 Common- wealth Games building to the Panorama Recreation Centre after the games. North Saanich Mayor Maurice Chazottes wondered if the offer of a modular building from the Com- monwealth Games shooting range in Prospect Lake was a “carrot’’ to entice Peninsula municipalities into supporting the games. Both Sidney and North Saanich have refused to contribute to the event. The Peninsula Recreation Com- Inission is being offered an esti- mated $500,000 worth of modular construction, Panorama Recrea- tion director Monty Holding told Ceniennial fieldhouse approved Construction of a $464,017 field house and picnic shelter in Cen- tennial Park was approved by Cen- tral Saanich council members last month. However a catch-22 vote ‘defeated a motion to replace any trees lost during construction. Ald. Clarence Bolt objected to removing 25 to 30 of the park’s trees in order to erect the structure. He voted against the project. Since he opposed the field- house, he said he also felt com- pelled to vote against Ald. Bnice Tobin’s motion to replace any single tree cut down for the project by three trees, each at least six feet in height. “SO we're not going to replace any trees we knock down,” Mayor Ted Jones summarized after Tobin’s motion was defeated. Recreation coordinator Bonnie McKenzie told council all other possible sites for the building had been reviewed and rejected. The project has been reduced in size and now includes a fieldhouse of just over 2,000 square feet and a 1,000-square-foot picnic shelter, she explained. The fieldhouse will include public washrooms, change rooms, a foyer and storage for janitorial supplies. The project will be constructed just south of the tennis courts and will require removal of some trees plus relocation of the playground equipment, McKenzie said. @ Jones suggested the Central Saa- nich Lions Club be invited to join in the project before the munici- pality goes to tender. The Lions Club originally joined with the municipality in obtaining a $154,672 B.C. Lotter- ies grant from the province. However, past president Ed Gait said the service club has not been contacted by the municipality since an earlier council motion rejected the proposed fieldhouse. Gait noted Lions Club members do not know if the municipality has changed the project since the original application was made. “The Lions’ participation was based on a specific proposal,” Gait said. The municipality will have to contribute $309,345 from reserves for the project, McKenzie said. Work should start May 1 for completion by Sept. 1, McKenzie said. Brooks Park to stand out Fears that Brooks Park may be buried beneath the encroachments of upland property owners have prompted a Central Saanich coun- cil decision to survey and mark the park boundaries. In a report to council, Ald. Bruce Tobin said the undeveloped park is not marked by any signs or boundaries. “Of special concer are several incursions by upland property owners onto Brooks Park in the form of wharfs, stone stairs etc., which exacerbate difficulty of public access and obscure the fact that this area is in the public domain,” Tobin reported. He urged council to clearly identify the park, located off Devonshire Road and Brentwood Drive, as part of the Brentwood waterfront walk. Tobin suggested the park bound- aries and access corridors be iden- tified’ by official iron survey pins, a process he estimated will cost $1,500 to $2,000. Inclusion of the Brentwood Waterfront Walk and a plan for development of Brooks Park in the Brentwood Bay local area plan was approved in principle by coun- cil. the commission last Thursday. The exact configuration of the modular building and the cost of | moving the building is not known, Holding added. If the commission agrees to accept the building after the game, Holding said the commission is invited to contribute suggestions on the overall design, so the struc- ture is more usable as a recreation facility. Sidney Mayor Marie Rosko agreed the building offer might be a bribe to Peninsula communities, but said it could also be a great opportunity to achieve additional low-cost recreation space. Commission members directed Chairman Brian Sibley and Hold- ing to meet with the Prospect Lake group to discuss the offer. * OK O& The recreation centre is getting the short end of the stick under an agreement with the school district to share facilities, commission members agreed Thursday. Recreation director Monty Holding said the commission can usually book classroom space but has difficulty obtaining gymna- sium space in local schools.
