About 140 union workers at
Panorama Leisure centre were
included in 72-hour strike notice
served Friday by the 700-member
CUPE local 1978.

The strike notice includes all
Capital Regional District employ-
ees on the south Island. The only
exempted staff at the recreation
centre are program services man-
ager Nancy Moyes and recreation
director Monty Holdings.

Contract talks resumed Monday
after a mediator was called in.

“There’s a very militant group
in the union,” Moyes said. “‘I
think if you talked to our staff,
they are reluctant to go on strike.”

Issues in the dispute are pay
equity, wages and the use of casual
staff on a part-time basis.

For the recreation centre, the use
of casual staff is the major issue.

Moyes noted the facility now
employs 110 people on a casual
basis as program instructors, con-
cession workers, lifeguards and on
skate patrols.

“It’s essential to our operation. I
don’t know many people who
could teach for eight hours in the
water at a stretch or eight hours of
fitness. It’s a very difficult situa-
tion.”

Most of the casual workers are
not seeking full-time employment,
Moyes said. Many of the life-
guards, for example, are students
who only want part-time jobs.

The last CRD contract expired
in January 1990, however Moyes
Said negotiations were delayed by
the number of issues involved and
by expectations of a new provin-
cial government.

The potential operator of an
arcade in Sidney has another
chance to make his pitch before
town aldermen.

David Ewing’s request to
change the Town’s business
licence bylaw to allow arcades was
flipped by council on Feb. 24 to
one of its committees.

The matter was referred for dis-
cussion to the committee of the
whole, despite reports from the
RCMP and staff against the pro-
posal.

Ald. Bob Jones wanted to pull
the plug on Ewing’s plans at the
outset. He said police forces notice
that crime radiates from arcades.

“We can study these things to
death, we can study them for a
year or two years. The facts don’t
change,”’ he said.

Jones was alone in opposing

been farming in the community for
many years and recently sunk their
savings into purchasing additional
property on Wallace Drive to con-
tinue their farming operation.
“We have put out every penny
that we owned to buy this land to
farm,” she said.

New public health unit

An architectural firm has been
appointed by the Capital Regional
District to design a new public
health centre to serve the Saanich
Peninsula.

Wagg and Hambleton architects
of Victoria will design a health
unit based on the CRD’s space
requirements and provincial regu-
lations, said regional medical
health officer Dr. Shaun Peck.

One of the firm’s tasks is to find
a location at the Saanich Peninsula
Hospital site.

A master plan update to the year
2001, which was displayed by
hospital administrators at an open
house last May, showed the health
unit situated slightly south of the
hospital in a separate building.

However, new hospital chief
executive officer Bob Myers says

“that was a very simple draft, and
we're looking at a number of sites
for the health unit on our site.”

A meeting was held recently
between hospital and CRD offi-
cials “to try to get things going,”
said Myers.

The hospital board of directors
has given its approval to have the
health unit relocated at the hospi-
tal.

“We haven’t seen any concept
drawings on what they want to put
in there,” said Myers.

Peck said these should be forth-
coming within a two to three
months.

The search for a new location
began when the Town of Sidney
approached the CRD saying it
wanted the health unit’s space.

produce directly from the farm to
customers, she said.

Their property borders an exist-
ing municipal sewer line.

Ald. Bruce Tobin said Central
Saanich’s official community plan
would have to be changed for the
sewer Service to be extended to
agricultural land.

Ald. Ian Cameron said the Fox’s
petition should be granted, even if
that means changing the commun-
ity plan.

The farm is a more valid agri-
cultural operation than the new
fairground on Stelly’s Crossroad,

The hospital site was a natural
choice, and Peck said a recent
survey of health unit users found
that about 80 per cent said they
would have no difficulty getting to
and from the new location.

Meanwhile, the CRD plans to
maintain a some kind of presence
in Sidney and Brentwood Bay.

“We will definitely have a pres-
ence. What the form is will be
determined,” said Peck.

This could include a storefront
service, where some health ser-
vices would be performed. Or,
Peck says the municipalities may
be asked to provide space for some
of the CRD’s health programs.
