The word conjures up images of the columnar mansions, gleaming limousines and opulence so show- ily portrayed in television and movies. Harriet Winspear, however, likes to knit for her grandchildren. Nee- dles clicking, she fashions a sweater from a ball of red wool. “I knit for the kiddies who need things,” she says. “We're a sucker for kiddies, aren’t we?” she asks her husband, relired entrepreneur Francis Win- spear. Winspear agrees and, when asked, also reluctantly agrees he might be considered a millionaire. But the Winspears don’t flaunt wealth, they share it. Living mod- est lives, they divide their time between their home in Edmonton and a cozy cottage in Ardmore, which Francis and his first wife, Bess, purchased in 1942. Their one extravagance is distri- buting money, especially to sup- port the arts, community projects and education in B.C. and Alberta. The Winspear Foundation, established in 1945, has an invest- ment income of one-half million to allocate each year. “T augment that from my own funds from time to time,” Win- spear admits. Children’s programs sponsored by the Winspears have included a school lunch program, school playgrounds and summer camps. They have also supported train- ing for talented young musicians and private school education for promising students. “Our object is not always to assist the underprivileged. We think the potential for leadership should be financed too,” he said. In. Victoria, they have contri- buted to the Victoria Symphony and to Pacific Opera. Theatre com- panies have also been assisted by the foundation as have projects which help the underprivileged. A major donation endowed a chair of public policy at the Univ- ersity of Victoria. Winspear, who helped found the Reform Party, believes the whole area of public policy in Canada needs a dispassionate review. “In a democracy, there’s a ten- dency to legislate for the next election,” he said. “It becomes a habit for people to take from the government rather than to give, a very easy habit to fall into.” He is disturbed by reports that \ only 72 per cent of Canadian students aged 17 are still in school, compared to 94 per cent in Japan and 89 per cent in Germany. He fears Canadians, Americans and the British are falling into an easy path that will eventually reduce their standard of living. “The nations of the world which are making the best standard of living are those with the best human resources,” he said. “Can- ada is losing out in competition with other nations.” His efforts to improve Canada’s human resources are “only a spot in the bucket,” he says. But the funds are carefully allocated. Each of the hundreds of requests is reviewed by a four-person execu- tive and an 18-member board. “We investigate each case very thoroughly. We think we’re more efficient in this than the depart- ment of social services.” Retired from business after a career as a chartered and manage- ment accountant, financier, entre- preneur and university professor, he has found a new challenge operating the foundation. “It?s much easier to make money than to give it away but it is more fun to give 1t away,”’ he says.
