Council on Dec. 16 decided to approve expenditures of $110,200 for 1992 on what is called an inflow and infiltration program. Inflow is water getting into the sewer system and connections from sources like roof leaders, cellars, yard drains, drains from swampy areas, manhole covers and catch basins. Infiltration is the seepage of groundwater into the system, including connections. Townsend said infiltration is the main problem in Sidney. “We've got a lot of work to do on this.” According to a letter from CRD chief engineer Mike Williams, Sidney has a problem because the amount of inflow and infiltration is higher than normal. The Town’s waste management permit stipulates that the Town must carry out a program to reduce the rain and groundwater that gets in the system, bypasses the sewage treatment plant and ends up being discharged into the ocean. “Tn fact, since the date of this permit amendment (1977), bypasses of the secondary treat- ment plant have continued to increase,” writes Williams. He adds in the long term, reduc- ing inflow and infiltration will save capital costs, mainly for upgrading the plant and maintain- ing the system, and yearly operat- ing costs. The goal of the program is to reduce the activity of the sewer system by 20 per cent. The first part of it is to inspect manholes to determine wet and dry weather flows, if the manhole is leaking and if storm drainage is directed to it. The next step is inspection by TV camera and smoke testing to find out weaknesses in the system. From this a work program will be drawn up, including costs and benefits, and a decision will have to be made on whether to proceed. Williams said the CRD wants to assist Sidney and will provide some of the money. The CRD asked council to approve the five-year proposal, with its total shared cost of almost $600,000, but aldermen voted to accept a staff report that the pro- gram be tried next year and evalu- ated for its effectiveness before making a five-year commitment.
