TheReview Wednesday, November 27,1991 — AQ . ieee ee News “Borrowing bylaw approved for new reservoir The three Peninsula councils — recently sanctioned the borrowing by the Capital Regional District of over $4 million for new water Teservoirs serving parts of North Saanich. Capital expenditures totalling $4,219,000 is earmarked for the construction of additional storage capacity at the Dean Park lower and middle reservoirs, plus new pipelines. The Saanich Peninsula Water Commission approved a bylaw authorizing the CRD to borrow the amount on Oct. 17. The three municipalities were required to give their approval. North Saanich and Central Saa- nich councils agreed on Nov. 4, and Sidney consented on Nov, 12. The measure was brought for- ward after North Saanich council endorsed changes to its water sup- ply service area. The District wanted the area revised to-include Ardmore, the Pauquachin Indian reserve and some properties along McTavish Road. North Saanich also requested that the area lying between McTavish Road, the Dean Park Estates and the Dunsmuir Lodge property be served from the Dean Park reservoir systems. The CRD’s engineering depart- ment reported the lower and mid- die Dean Park reservoirs needed additional storage capacity and new supply pipelines to accommo- date the requests. The Peninsula Water Commis- sion approved spending $2,919,000 for the construction of more storage at the Dean Park lower reservoir and a new trunk water main. The commission also voted for a capital expenditure of $1,300,000 for work on the Dean Park middle TESErvoir. A loan authorization bylaw for the CRD was prepared for the $4-million plus work. Although Sidney adopted the bylaw earlier this month, council also endorsed a request for a review of the cost-sharing formula. Acting town treasurer Brenda Warmer told council that Sidney’s share is almost 30 per cent. She said she wanted to meet with the treasurers of the other two municipalities and the CRD to discuss possible revisions to the formula. Ald. John Calder, a Sidney rep- resentative on the water commis- sion, noted the three municipalit- ies share the whole water system, and the work is designed to increase capacity for North Saa- nich. However, he said “the other two have helped us out” in the past, and may have to again when capacity for Sidney becomes a * concem. He moved that council adopt the loan authorization bylaw. He also presented a motion, which passed, requesting the CRD review cost sharing of water commission capi- tal projects. Concerms for the cost in Central Saanich were explained by CRD_ representative Ald. Jack Mar, who compared an estimated cost of $7 million for a one-million gallon TeServoir. » “To say it’s $1.5 million for half-a-million gallons is a good deal,” Mar said. Ald.
