News ee No housing with annex plan — Calder by Girard Hengen The Review Annexing a piece of North Saa- nich for low-income housing would jack up the price of the land and put it out of reach of afforda- ble housing developers, says Sid- ney Ald. John Calder. He argued against a motion to have a Sidney and North Saanich liaison committee study the fea- sibility of annexing RM-2 zoned land along McDonald Park Road. Two 24-unit, low-income hous- ing projects proposed near John Road have to be connected to Sidney’s sewer system to go ahead, but Sidney refused to pro- vide the service last month. Calder said in a council meeting Oct. 15 that the land is zoned for high-density, high-priced develop- ment. “Tt is not zoned for affordable housing.” He said when word spreads among developers that Sidney will annex the parcel of land if it comes to that, thereby enabling sewer connections, “that property will triple in value....That property will be open season and there will be no affordable housing. “J would caution council on what you are doing here. It is not a step forward. It is a step back- wards. * Ald. Bob Jones agreed with Calder, but the two were outvoted. Other council members said annexation had to be studied as a way to keep the issue of affordable housing in the area alive. Ald. Ted Daly, who sponsored the motion which would have allowed sewer connections to a Kappa Developments project, said he would rather be voting again on that rather than deal with a motion for further study. However, he endorsed the annexation discussions, saying, “I hope it’s a step forward....I also hope that it goes forthwith and that we expedite this process.” Ald. Don Amos said for the first time since he has lived in Sidney, “North Saanich council members are at least open to the word annexation.” Strong campaign failed to sway right-wing voters A good campaign couldn’t over- come the strong nght-wing vote on the Saanich Peninsula, defeated New Democratic Party candidate Elsie McMurphy said Friday. “We feel really good about the campaign. We had hundreds of people working very hard.” Although she came second in the polls to Liberal Clive Tanner, McMurphy was delighted by the “New Democratic Party's majority province-wide. “Tm teally looking forward to seeing B.C with New Democrats in the legislature.” Locally, New Democrats hoped Social Credit candidate Richard Holmes, Liberal candidate Tanner and Reform Party candidate Don Hutchings would split the right- wing vote. However McMurphy said the Social Credit and Reform parties Tan weak campaigns, so right wing support coalesced behind Tanner, a well-known Sidney businessman. The strong showing of provin- cial Liberal leader Gordon Wilson in the leaders’ debate and BCTY polls showing Wilson in the lead gave added credibility to Tanner’s campaign, McMurphy said. Close scrutiny of the Liberal Party platform and Wilson’s with- drawal of some promises only occurred two days before the Oct. 17 vote, so was not widely known, McMurphy added. Dave Goulet said he supported affordable housing although he could not agree to sewer connections for two the housing projects. Goulet said the only way a solution will be found is if the two municipalities keep an open dia- logue about it. Notes of an Oct. 3 liaison com- mittee meeting were tabled by Sidney council. The notes say North Saanich representatives repeated that they would not accept responsibility for maintenance of the sewer system within their district, one of the conditions Sidney had hoped North Saanich would accept. Sidney representatives said they were concemed about liability and setting a precedent by servicing some of the properties in the RM-2 land. According to the notes, Sidney’s delegation said it would be diffi- cult to refuse other property owners requesting services.
