erry an News TheReview Wednesday, September 18,1991 — A Tri-municipal worries over with new police contract Sidney and North Saanich dodged a bullet when a tentative RCMP contract was negotiated last week between Ottawa and the provinces. The old contract expired on March 31, and the federal govern- ment had proposed to increase the municipal share of costs in a new contract. The province negotiated on behalf of the municipalities, and Thursday it was announced a 20- year deal has been struck which keeps the same cost-sharing for- mula as the old agreement. The agreement still has to be ratified by all parties. Coincidentally, concerns about the proposed contract formed one of the main issues at a meeting of the three Peninsula municipalities SSPC says land use should diciate CRD’s regional iransporiation study Land use should be the guiding philosophy used while designing a regional transportation plan according to two citizens’ groups, spokesman Clarence Bolt said. Save Saanich Peninsula Com- munities and the Greater Victoria Ecological Network asked the Capital Regional District’s regional transportation task force to use a land use study as a premise to its transportation study. “We meet regularly to deal with some of the issues dealing with the CRD’s approach to (transportation planning),” Bolt said. “There is a good feeling that the study is being done,” he said. “But there is also some concem that not enough time is involved in the process.” The two groups met recently in a workshop and put together a set of principles “which we feel could be used to guide the regional transportation task force.” The principles say that “sustain- ability i.e. sound environmental design for air, land and water, should guide transportation plan- ning. Global impacts of local transportation plans need to be recognized.” As well, the principles suggest SPINNING WOOL IS Helen Thomas during Saturday’s that “socioeconomic factors must be reflected in land-use planning and transportation study, i.e., all subsidies for various types of transportation should be made public with a view to cost reco- very.” It also suggests that the trans- portation study “should not assume a linear increase in auto- mobiles follows an increase in population.” Bolt said that when a subdivi- sion is planned, transportation related questions must be addressed, including where the residents work and travel to. The groups support an initiative that would have more people work in close proximity to their homes, therefore reducing the amount of travel and transportation require- ments. Bolt used the proposed Tod Inlet development as an example sug- gesting that only 100 jobs from a development for 1,200 people may not be the correct approach. “That’s how traditional plan- ning has been.” The Greater Victoria Ecological Network includes representatives of the Greater Victoria Electric Railway Society and the Sierra Club. Municipalities contracting for RCMP services have no choice but to abide by the negotiated contract. For Sidney and North Saanich, Ottawa wanted to increase their per-officer share of costs from 70 to 85 per cent. The new deal maintains the present 70-per-cent share, but increases the base cost per officer slightly. It is expected to take effect next year. The old contract was extended for one year when it expired in March.
