Lowest cost for library chosen SPECIALS North Saanich council backs the lowest local cost for library ser- vices, even if the choice puts a heavier burden on smaller munici- palities. Although council earlier backed sharing regional library costs on the basis of SO per cent per capita and 50 per cent current converted land tax values, council now backs cost-sharing based entirely on population. Ald. Dee Bailin noted that @ option is the least expensive for North Saanich. Tn 1989, a 50-50 per capita and land value assessment cost North Saanich $124,909 for library ser- vices: a population only assess- ment would have cost $101,479. Bailin said the cost-sharing sys- tem will be decided by majority vote of the Vancouver Island Regional Library board. Bailin represents North Saanich on the board. Ald. Brian Dunic noted the 50 per cent per capita and SO per cent land value assessment was the fairest for all municipalities. A per capita only assessment will place a greater burden on smaller municipalities which have lower land values than North Saa- nich, he said. “Let your conscience be your guide,” he suggested.
