Sidney council Monday agreed to a proposed terms of reference for the study, which has an esti- mated price tag of $60,000. And committees of Central and North Saanich councils also endorsed the terms of reference Monday. Councils still have to give their approval. If that happens,. the Capital Regional District will invite pro- ; posals from consulting firms for a i review of sewage treatment options on the Peninsula. The three municipalities, plus the Tseycum and Pauquachin Indian bands and the Victoria Airport are involved in the discus- sions. Existing treatment plants are operating at Capacity or are over- burdened, and all three municipal- ities are dumping sludge illegally in the ocean. Central Saanich municipal engineer Al Mackey told committee that BC Environ- ment could levy fines of $10,000 per day. Sidney and Central Saanich could go it alone in improving their plants at great expense, but many local politicians feel a uni- gt plant could be the best solu- ~ fon. Sidney Ald. Dave Goulet, the Town’s representative on a com- mittee examining the issue, told council when the consultant’s report is completed early next year, Ae wetinnt Oy aa “all of us around this table will have a clear picture” as to whether to proceed independently or witha unified plant. Of the $60,000 cost, Central Saanich would contribute about $30,000, Sidney over $23,000, North Saanich about $7,000, and the balance by the Indian reserves and airport. Sidney Ald. John Calder noted the suggested cost-sharing for- mula, which was based on usage, was unfair to the Town. He said he assumed each municipality would pay the same amount. Monday, Central Saanich’s water and waste committee chair- man Ald. Bruce Tobin urged com- mittee members to approve the proposed terms of reference so the Study can get underway. “The bad news is that it could cost us up to $30,000,” Tobin said. “The good news is there is $902,000 left in our borrowing bylaw.” With the provincial government paying 75 per cent of Central Saanich’s portion of the unified treatment plant study, Tobin esti- mated the bottom line cost to the municipality at $7,455. According to the CRD’s request for proposals, the objective is to determine the level of treatment needed to serve residents until the year 2011, and how best to provide it. Options to be considered include upgrading existing plants, _ and construction of a new one for the Indian reserves. Another option is to operate existing plants without upgrading, and construct a new plant to serve the three municipalities and the TESELVES. A third option a consultant would consider is constructing a new plant to replace the old ones, which would be “decommis- sioned” immediately. The final option is building a new plant, and phasing out the existing plants over time. The deadline for proposals is Sept. 25, and the awarding of the contract is expected in mid- October.
