a i SS | | «News TheReview Wednesday, August 14,1991 — A17 Hospital foundation president resigns post by Glenn Werkman The Review Citing irregularities and the improper use of a name stamp on cheques, Saanich Peninsula Hos- pital Foundation president Cal Lee resigned after a June meeting, it was revealed last week. During the June 8 meeting, the hospital foundation board passed a motion of non-confidence in Lee by a 5-4 margin. In-his letter of resignation, Lee said board members appear to “condone an irregular and improper administration of foun- - dation affairs, along with a contin- uing positional conflict of interest by the hospital administrator in his official role as the foundation’s secretary-treasurer.” In a letter to the foundation board regarding the minutes of the June 8 meeting, Lee said the motion of non-confidence was made after he initiated discussion regarding use of a name stamp bearing his signature to cheques written during 1990. Two other signatures appear on cheques. “I confirmed that I had not authorized such an application of a name stamp and that its use had been approved only for specific form letter communications, namely solicitations to past hospi- tal patients and acknowledgments of donor contributions,” Lee said. Upon investigation by members of the finance committee, includ- ing Lee, it was found that the name Stamp was not used on cheques of a fraudulent nature. ‘Saanich Peninsula Hospital Society chairman Melissa Hem- blad would not comment on the Sa OFFICERS STAND AT attention during a Drumhead Service at the Pat Bay cadet camp Friday. Saanich Rd. 656-3939 use of the name stamp but said recently that it was no secret there were problems on the foundation board. “We need a constitution of bylaws that everyone can live with,’ she said. Hernblad is one of two society directors appointed to the hospital foundation board. Most of the problems seem to be personality clashes, she said. And comments that Lee has made about donations to the hospital foundation not being used proper- ly are “very serious.” Lee has asked for the resigna- tion of the foundation’s secretary- treasurer — who is also the hospi- tal administrator — John Benham. However, according to the foun- dation’s constitution, Benham cannot resign because he was appointed through bylaw. “A real concem I had was that the finance committee saw. a letter from the auditor to the directors that was not made available to the directors,” Lee said. The letter commented on aspects of the foundation’s finan- cial administration, Lee said. “My key concern was that more care be taken that the wishes of donors be fulfilled,’ Lee said. Some donations are made to the foundation on the condition that they be used to support specific hospital departments. “Tm not. confident that the wishes of the donors were being fulfilled,” Lee said. During his two-year tenure on the board, no transfer of fund was made to the hospital’s extended care unit, Lee said. Yet, donations were earmarked for the extended care unit. Hermnblad said that donations intended for a specific department are kept in a ledger if there is no current “wish list’? from that department. When a need is iden- tified, the donation will be used toward it and the donor will be notified, she said. “We don’t run out and buy something for extended care unless something is needed.” Another concem held by Lee is that administrative costs should be brought down from its current cost “in excess of 20 per cent” of the foundation’s budget. “There should be a complete management and financial audit of the foundation and the board,” Lee said. “I began to see symp- toms of what may be larger prob- lems.” Meanwhile, hospital board director G-H.
