TheReview Wednesday, May 15,1991 — A36 Regional solution needed for highway by Mayor Marie Rosko Town of Sidney The issue of transportation is not necessarily whether an over- pass should or should not be constructed at strategic locations within cach municipality. Of concern to cach municipality should be how the planning pro- cess and rationale for present recommendations were derived. As professionals, the ministry of transportation senior staff know the desired course of action in terms of what is required to come up with a “best choice’’ overall transportation plan. Unfortunately, many of the tech- nical support systems necessary for proper transportation planning are simply not there. Commit- ments have been made by the B.C. government to spend considerable monies on highway development and construction. To safeguard these expenditures and to ensure that the optimum solution — best product for the money — in terms of highway service is arrived at within an organized framework of meaning- ful priorities, it is necessary that certain technical support systems are in place to facilitate a well organized year-to-year develop- ment program. In practice, where possible, the land use plans within a region are co-ordinated and transportation generators are iuentified for trans- portation planning purposes. We question whether this co- ordinated and transportation mod- elling has been. done for the Saa- nich Peninsula. Traffic projections therefore by the ministry are not based on acceptable criteria. It is normal procedure in trans- portation planning of this magni- tude of projected spending, that on the basis of co-ordinated land use planning and origin-destinated traffic surveys, that a functional planning report is produced which provides a rationale for highway classification (i.e. freeway, expres- sway, or arterial) and describes the necessary viable alternatives. All options are discussed in terms of service to adjacent lands, vehicular service, type of facility ... (Minimum/maximum specds, capacity, intersecuion design). In the case of the Pat Bay Highway, it appcars the very mini- mum of alternative consideration was implemented since neither a functional planning study nor a comprehensive concept plan for the entire corridor was carried out. We are told that the ministry’s plans are tc widen. to minimum Standards on an as-required basis. This means that conventional safety-oricnied landscaped arcas adjacent to the highway shoulder may be sacrificed and possible liberties may be taken in the design of ramps and grades. It is advisable that from an operational point of view, that all physical components of the pro- posed highway provide continuity for safety consideration. Current design policics may therefore not be compatible with proper {reeway/expressway design and could cause considerable financial hardships inn the future. A typical functional plan also includes conceptual design details for all road access points to the freeway. It is believed that in the case of the Pat Bay Highway there has been no functional planning report — there is no transportation model for the Peninsula or the city of Victoria. The interchanges appear to relate to existing roads and are designed in isolation of each other and without due consideration of potential future requirements. The latter may prove to be costly. in terms of future need for changes not anticipated at this time, for lack of overall and co-ordinated planning on the Peninsula and the city of Victoria. It is belicved that the upcoming Commonwealth Games are a moti- vator to fast-track the proposed upgrading of the Pat Bay Highway. We would be ill advised to endorse current plans and schedules. The majority of us plan to live in this area long after the Games have come and gone. We would like to suggest that the municipalities of North Saanich, Central Saanich and Sidney plan their immediate and future needs in co-ordination with cach other. One can see that cach munici- pality along the route of the high- way 1s affected in a similar way and the real and best solution wall be a regional one, with each of the Municipalities having equal input and representation to provide the ultimate solution from the ferry terminal to downtown Victoria. Other issues to be addressed relating to highway upgrading is public transportation requirements and future needs in this regard. For instance, are we trying to provide just a solution for seasonal tourist traffic and rush hour traffic or arc we looking at how the region will handle present and future growth and transportation issucs in a sensible coordinated manner? It is believed that the answer to each municipality’s challenges will involve comprehensive overall local planning which is tied into overall regional planning. We would like to further suggest that the issue is not just transporta- tion planning, but also involves growth planning, with each munic- ipality having the ability to have their own vision integrated into an overall Peninsula plan. Overall planning will necessi- tate some compromise by all involved, but if handled fairly and equitable the results would be very beneficial to not just each munici- pality, but to the region as a whole.
