News TheReview Wednesday, April 17,1991 — All Pastor calls for church zoning change Confused about zoning regula- tions in Central Saanich, area churches have asked the district council to change the rules for — them. “We're feeling somewhat caught and confused and looking ‘for some answers,” Pastor Stephen Swift of Grace Community Church told council on April 2. “What we are seeking is a clearer definition of what land churches may build on and a greater flexibility from the restric- tions” imposed in bylaws, he said in a letter to council. However, council agreed unani- mously to refer these concerns to its local area planning process. Man arrested A 21-year-old man was arrested by Ganges RCMP on Saltspring Island April 9 and is being charged with possession of stolen property. Apparently, property taken from a home on Gullhaven Road in Sidney March 2 was recovered by police. A portable computer worth about $400 will be entered into evidence and will later be returned to its rightful owner. In his letter to council, which was endorsed by the Saanich Peninsula Ministerial Association, Pastor Swift said churches work- ing within the community are “being severely hampered by restrictions imposed by the land restrictions placed upon churches.” Specifically, churches are classi- fied with institutions like hospitals and police stations, and the official community plan states such struc- tures have to be placed on land zoned institutional or residential reserve, says Swift. But churches wanting to pur- chase land zoned for development don’t have the resources to com- pete with developers, said Swift. “We can’t buy in at develop- ment prices and have no land set aside for us under the OCP.” he writes. Swift noted agricultural land may be suited to churches’ needs, but churches were under the impression the district would not allow building on it. As a guideline, he asked council to consider having agricultural land reserve land that is not zoned Al open for a church site. Ald. Clarence Bolt responded that the Agricultural Land Com- mission rules on agricultural land usage, and that it would be up to council to-provide the zoning if necessary. And the position of council has been, he said, that agricultural land is not to be used for institu- tional purposes. Bolt said churches should apply for institutional zoning on non- agricultural land. Ald. Jan Cameron said rezoning land containing a house owned by a church has ment, but there are other problems, like traffic con- gestion in residential areas, that have to be studied. And Ald. Arlene Box said it was possible in the planning process for non-agricultural RE2 land to be considered for churches.
