Saanich Ferry terminal parking restrictions A golf course could be sited on non-ALR land on the “high side of Benvenuto (Avenue) on the Fama Holdings property,” Central Saanich Mayor Ted Jones told the planning and zoning committee Monday. Jones was refuting a statement by Ald. Arlene Box, who won- dered if council’s intention is to “put up a facade” through amend- ments to the official community plan in regard to golf courses. Jones said: “This is putting the onus on the developer to utilize non-prime agricultural land. There are lots of world-class golf courses in Greater Victoria that are not sited on any agricultural land. “We don’t have to use flat arable land for a golf course.” Box said: “I really think this council is trying to fool the public by saying yes we do but no we can’t. We're making some very rigid restrictions. To me I don’t know why we're going through the exercise of making restrictions (when) it’s very hard to find a site that would meet this.” Planning committee chairman Ald. Clarence Bolt said that there are six classes of soil — ranging from Class 1 to Class 6. “That means Classes 4, 5 and 6 are still available for golf courses,” Bolt said. “The (1973 Canada Land Inventory) map does indi- cate where such lands exist.” Municipal planner Kevin Key told council members the draft restrictions, that will not allow golf course development on Class 1 or 2 soil, would not exclude golf course development from Central Saanich, although construction could be difficult and some land would likely have to be consolidat- ed. “Tt would be possible to build a golf course with these restric- tions,’ Key said. Committee referred its commun- ity plan amendments to the advi- sory planning commission for comment. Ferry-bound travelers will find fewer places to park on North Saanich residential streets after North Saanich council agreed to increase parking restrictions. Tryon Road from the Pat Bay Highway to Randles Lane and Curteis Road from Tryon Road to Dunne Road will be closed to parking on both sides of the roads, council agreed. Eleven firms bid for the con- tract. *k KOK An application to the Heritage Trust for funds to study the feasib- ility of restoring the old commun- ity hall on West Saanich Road was approved by North Saanich coun- cil but only if the study also included the feasibility of moving the hall to another site for restora- tion. The property adjoins the North Saanich volunteer fire hall and fire chief Terry Towle fears restoration and use of the old hall for com- munity events would lead to park- ing conflicts. Terry Riding, one of the resi- dents working towards restoration of the hall, objected to any plans to move the building, saying much the heritage value of the hall lies in the site. * OK OK Any attempt to take over provin- cial parks will cost money for maintenance, North Saanich coun- cil learned April 2. Responding to a suggestion by Ald. Edo Nyland that North Saa- nich investigate acquiring John Dean Provincial Park, municipal administrator Ron O’Genski reported B.C. Parks are interested in transferring control of some provincial parks to local groups, however there will be no provin- cial funding to help maintain transferred parks. The Capital Regional District may also be interested in acquiring John Dean Park, O’Genski added. Nyland said it would be better for North Saanich to obtain the park than for the regional district to take control of the property, 2 * kX Reconstruction of the Capital City Yacht Club breakwater, dam- aged in a 1989 winter storm, has been approved by North Saanich council. Also approved was construction of a small dock on the breakwater for the use of the upland property owners. Ald.
