Gary Bentham said council’s planning and zoning committee chairman Clarence Bolt wants to revamp. the OCP to kill any future growth in the community. “(Bolt) wants to eliminate any potential commercial and residen- tial growth in the community,” Bentham said. “But the OCP requires there must be some designated land for growth.” What concerns the business community the most is that future potential sites for businesses on Keating Crossroad and West Saa- nich Road have been earmarked by Bolt for preservation, he said. In excess of 100 acres of land that is designated urban will be rezoned rural if Bolt has his way, he said. However, a change in the desig- nation of this land does not entail a change in its zoning (which is RE2) and does not preclude future development of the land, Bolt said. A move to call the land rural would merely reflect the fact that it'S not curently serviced by the facilities needed to accommodate urban growth, Bolt said. For instance, most of the land is made up of hobby farms that are not connected to the municipal sewage system, he added. Also, a change in the designa- tion of the land’s status wouldn’t jeopardize the possibility of it being hooked up to the main sewage system, Bolt said. Bentham is bothered by the fact that Bolt has refused to schedule a meeting with the CSBA to listen to the concems of its members, Ben- tham said. Bolt said if the CSBA wants to register its concerns with council, it must make a formal presentation to the whole planning and zoning committee and not just to him. The uncertainty over the future of urban designated land is worry- ing area businesses and is scaring off other firms that have consid- ered moving to Central Saanich, Bentham said. “There's a general attitude (among outside businesses) that council doesn’t want them,” Ben- tham said. “They don’t want anybody who has anything to do with land development.” If the municipality’s business community cannot grow, then the area’s tax base will be “~substan- tially”’ eroded, he said. But urban growth does not usually lead to a higher tax base for the community, Bolt said. In fact, the costs of upgrading infrastructure services for a grow- ing population, like widening roads and expanding the sewage system, often leads to much higher municipal taxes, he said. “Population expansion doesn’t mean an expansion in taxes, There should be an awareness that taxes in Victoria are higher than in Central Saanich,” he said.
