News Peninsula discussions fruitful for Citizen’s Forum on Future Saanich Peninsula group discus- sions as part of the Citizen’s Forum on Canada’s Future are very impressive, especially if com- ments get beck to Keith Spicer and become part of his report, a Sidney resident said. : Cy Relph was one of 15 people who participated in a group dis- cussion in a private home Satur- day. “T was very impressed with the sincerity of the people there,” Relph said. “It will be a wonderful exercise if the feelings get back to Keith Spicer and are actually taken.” A team_of three moderators on the Peninsula have held almost a dozen discussion groups so far and many more are planned between now and April, chief moderator Stephen Reid said. The format is different than town hall meetings normally asso- ciated with a Royal Commission and organizers are committed to “getting away from regional bureaucracy.” Following a three-hour discus- sion involving 12-15 people, com- ments are complied in three ways to go to Spicer in Ottawa, Reid said. Each individual in the group makes a report, an individual in the group makes a report on behalf of the group and the moderator makes a report. “It’s a true democratic process, it’s not symbolic, it’s a real effort,” he said. Another provision is that participants who want a copy of Spicer’s report can request one, with the promise that they will receive a copy of the report on the same day Prime Minister Brian Mulroney receives his. “It’s not a secret report to be handed in,” Reid said. Moderators of discussion groups work from a kit that includes major points suggested for the group to discuss and give opinions on. However, the forum has no point of view. “We're there to collect the views of Canadians, especially the “quiet’ Canadians.” The Peninsula organizers had some problems in the past with receiving information from the national telephone number. Now, a Vancouver number can be used by south Vancouver Island residents interested in either host- ing a discussion group with their friends, or participating in one.
