In cabinet, the premicr, if my conscience will allow it. As an MLA, it’s: my constituents.” Mr. Couvelier you cannot serve three institutions in the order you have given them, each may have different opinions or intentions at the same time. Mr Couvelier, it seems to me -you are like all those in the Canadian political arena, going the direction that will lead to personal gain and not to the constituents you are supposed to represent first in Our governments. Therefore you may fail to be re-elected in the next election, because you have failed to repre- sent your constituents. Harry Bradley Sidney Gei the Emirs oui of Kuwait Editor: Would you die for the Emirs of Kuwait? Should Canada, the United States or any other people fight, sacrifice, and die to save those Emirs, and to return to them “their oil?” For the sake of the world and its people, we must have a solution in the Middle East which really ends the slaughter, and ushers in a just and lasting peace. The worst solution would be to return the oil wealth of Kuwait, with its 10 per cent of the world’s proven oil reserves, to the obs- cenely wealthy Al Sabah family, instead of to the people of the region, as a trust for their common benefit. Economic justice, in this case, would be the key to peace in that region, where war now threatens all of us. Cut out the Emirs and there is a trust fund of 10 per cent of the world’s oil reserves for economic rebuilding of all of the areas and countries damaged by war. A major portion of the funds generated from this pool of oil should be directed toward the refu- gees of the whole region, includ- ing the many Palestinian refugees, and the refugees of the present war. Kuwait, as a country, is in fact little more than an economic mega-scam. Kuwait and Iraq could and should benefit from United Nations supervised elections for say, the next 1@ years. This will climinate dictatorship in both Iraq and Kuwait. The oil pool of Kuwait can finance much or all of the rebuild- ing. The United States, Israel, the Arabs, and indecd all of the world will benefit immensely from peace and stability in the Middle East. No one will miss the Emirs. Their exit is the key to peace and justice. Robert Moore-Stewart Victoria Vocal minority for golf course Editor: Mr. John Berglund of Oak Bay is having difficulty accepting the fact that the majority of the resi- dents of Central Saanich do not want his golf course. He has worked on it for two years and understandably is sold on its mer- its. He has also sold the concept to a vocal minority of residents. Mr. Berglund likes to point out that a majority of attendees at two public mectings to discuss the golf course supported his proposal. He then falls into the trap of believing that the opinion expressed at those mectings reflects the opinion of everyone in Central Saanich, except the new council. Public meeting are useful for- ums for the exchange of informa- tion and ideas, but they do not indicate majority views. I recall, for example, that at the public meeting to discuss the Central Saanich community plan, one speaker who strongly supported golf course development in the municipality identified himself as a resident of the Comox Valley. The only opinion poll that truly counts is an election or referen- dum. The results of the November civic election indicate that the majority of Central Saanich citi- zens do not agree with the pro-golf course attitude of the previous council. Of those five, three were on record as supporting the golf course. Of those three, two (including the mayor) were soundly rejected by the voters. The third received the least number of voles of any on the new council. The two encumbents who were on record as opposing the golf course were strongly re-elected. In fact, Mr. Jack Mar, who is a prominent member of the farming community, also received the most votes for alderman. My conclusion is that there is a vocal minority in Central Saanich who support Mr. Berglund’s golf course proposal. The new council is to be applauded for its decision lo preserve land for farming and reject the golf course proposal. The council has shown leadership and courage in dealing with a difficult issue. The only municipal planner on the Peninsula, Key descibed his job as “very public oriented.” “1 do anything related to land uses, including interpreting the legal gobbledegook of documents for people, as well as zoning bylaws,” he said last week. Employed as a Central Saanich municipal staff member since Wednesday, February 6,1991 — A8 New planner is public oriented August 1990; Key worked for 18 months prior to that as a planning technician for the Comox/Strath- cona Regional District in Cour- tenay. Key pointed out he’s not part of the building inspection depart- ment. Rather, he deals with land use changes at the conceptual stage. He’s also working on a municia- pal guide on how to go about seeking approval for structural/ land use changes for residential and commercial property.
