News TheReview Wednesday, February 6, 1991 A4 small haulers hurt as garbage tipping fees skyrocket A recent 50 per cent increase in garbage tipping fees at the Hart- land Road landfill is being passed on to most Peninsula residents through their curbside garbage pick-up bill. And at least one small garbage hauler has changed its billing prac- tices to allow for increases every three months, as the Capital Regional District revealed plans to hike the fee again in July. “It had quite an effect on us last time,” said Ron Schwab of Ron’s Disposal. “Last year we were operating at a deficit.” The CRD hopes that increased uipping fees will not be felt as hard because recycling programs are intended to reduce the flow of garbage to the landfill. But Schwab says his company still dumps about 300 tonnes of garbage each month, about average for winter months. “A lot of people think that by recycling, our intake will go down,’ Schwab said. “That’s a popular misconception.” Ron’s Disposal’s residential rate increased to about $12 per month Jan. 1, from $9.75 and it will likely increase again July 1 Last year, Ron’s billed its cus- tomers yearly, offering a discount for pre-paying. But a mid-year ‘tipping fee increase almost put the company out of business. “They said no more increase, then they raised the rate,” Schwab said. The company is back on track now with rates that reflect its actual cost, but some customers are choosing to dispose of their garbage in other ways because of the higher expense. “Some people take their gar- bage and dump it in a bin at their work, Schwab said. Older people on limited incomes, with a rela- tively small amount of garbage, have canceled curbside garbage pick-up entirely, relying on recy- cling and composting. Residential taxpayers in the Town of Sidney, however, feel little effect from the tipping fee increase because the Town looks after gar- bage pick-up through contract. Laidlaw Waste Systems custom- ers will have to absorb the hikes in lipping fees but there have been complaints, said Henry Westle, Operating manager of the firm’s Sidney branch. “We're not fond of the big Jumps being taken. As a business, we Ic passing it on to our custom- ers and it doesn’t make for good relations with them,” Westle said. The CRD tipping fee rose on Jan. 1 to $45 per tonne, compared to $30 per tonne in December 1990. And further proposed major hikes, starting July 1, will make it far more expensive for Peninsula residents to dispose of their gar- bage, he said. “I feel for us and for the cus- tomer, too. We have a lot of people complain about the hefty increase,’ Westle said. A spokesman for BFI Waste Systems Lid, located in Central Saanich, refused to comment on the issue. Capital Regional District board chairman Frank Leonard said increases in tipping fees will likely be imposed once every four months for an indefinite length of time. But the hikes make sense as they encourage people, particular- ly corporate dumpers, to recycle more, he said. ~The hikes certainly should have an impact on the Peninsula in terms of wallet-induced recy- cling,” Leonard said. With a proposed July 1 increase more than doubling the cost of dumping garbage to S65 per tonne, compared to the $30 in late 1990, big firms will be forced to recycle more, he said.
