News Bus shelter bid referred to transit Vandalizing of bus shelters has made North Saanich council wary of providing a shelter near the Panorama Leisure Centre, despite a 30-signature petition. Council received the petition at the Dec. 17 meeting and referred the bus shelter request to B.C. Transit. Ald. Edo Nyland noted bus shelters are often vandalized. Municipal clerk Joan Schill said there was a bus shelter on East Saanich Road by the recreation centre at one time, but the shelter was so badly damaged by vandals it had to be removed. * KX Rezoning of the Gardner prop- erty adjoining the Horth Hill Park will be considered by North Saa- nich council Jan. 7 and a public hearing held before the Jan. 21 council meeting. The rezoning will allow some of the property to be purchased by the Capital Regional District parks department as an addition to Horth Hill Park. Trails used by the public already run from the park into Gardner’s property. Purchase of the property for the park will preserve the trails for public use. * OK OX North Saanich council joined the fight against poverty in princi- ple Dec. 17 but did not back specific recommendations by the End Legislated Poverty coalition. Council voted not to back reso- lutions calling for an increase in the minimum wage to $7.50 an hour; an increase in welfare rates to the poverty line and removal of job-seeking requirements for sin- gle parents on welfare. Ald. Dee Bailin thought some North Saanich residents may be affected by the issue and urged council to back the resolution. However Ald. Bill Gordon said the issue was outside council’s mandate. * x x North Saanich*s new council won't back the Commonwealth Games despite a renewed approach by the Commonwealth Games Committee. On Dee. 17 council re-affirmed a previous North Saanich coun- cil’s decision not to contribute municipal funding to the 1994 Commonwealth Games in Vic- tora. * ok The purchase of a fire preven- tion vehicle for the municipality from Dave Wheaton Pontiac Buick GMC Lid. at the low tender of $15,305.38 for a 1991 van was approved by council at the Dec. 17 meeting, The item will be included in the 1991 budget as the vehicle will not be purchased until mid-March. Rush for pipeline thwarted by commission An attempt to rush municipal agreements for the Vancouver Island gas pipeline has been thwarted, North Saanich munici- pal administrator Ron O’Genski told council Dec. 17. The gas utility was seeking a quick resolution on all municipal agreements but a utilities commis- sion hearing on the issue was delayed until Jan. 28, giving municipalities more time to nego- tiate. “TI had written a strong letter objecting to the railroading that was going on,” Mayor Maurice North Saanich draws the line on CRD budget The Capital Regional District’s next budget increase should not exceed the rate of inflation, North Saanich council agreed Dec. 17. Council passed a motion by Ald. Bill Gordon directing the mayor, as council’s representative on the regional district board, to try and keep the regional district budget to a maximum five per cent increase. Gordon noted North Saanich council is trying to control the municipal budget but school board and regional district budget increases add to residents’ taxes “Here we are sitting in the middle of a recession and a lot of people are having a tough time,” Gordon said. This is no time for proposed expenditures like the $1 million allocated to regional parks in the regional district budget, Gordon said. “A lot of the regional board are not living in the real world,” he added. Mayor Maurice Chazottes said he would take council’s message to the regional board. Chazottes said North Saanich is concemed about the location of the pipeline within the right-of- way and the possible twinning of pipelines on either side of an existing road. “Tf we agree to a right-of-way, we want to say exactly where within the right-of-way that gas line is going,” Chazottes said. The municipality wants to ensure installation of the gas pipe- line does not hamper future instal- lation of water lines in the munici- pality. Council authorized the admini- strator and engineer Jack Parry to continue negotiations on behalf of the municipality.
