Flood waters did damage to basements “Sidney, North Saanich and Central Saanich got off very lightly compared to some munici- palities,” Peninsula Emergency Measures Organization co- ordinator Dick Reynolds said in the wake of Friday’s heavy rains. There was enough damage to keep public works, parks and water works crews on the job until 7 p.m. Friday night, Reynolds said. The most serious drainage prob- lems were at Lovell and Fifth Street and at McDonald Park Road and Mills Road. Reynolds said both the Sidney and North Saanich drainage sys- tems could not handle the run- olf from the airport. Other flooded areas included the parking lots at the Emerald Isle Motor Inn, Thrifty Foods and Sidney Travelodge. Most of the flooding occuming in private homes was caused by private drains backing up, Reyn- olds said. In addition to keeping 18 extra staff on duty, the municipal switchboard was open late to receive calls from residents. “We had a mini emergency operation here,” Reynolds said. In North Saanich municipal hall, the municipal switchboard was open an extra hour, until 5 p-m., to handle calls from resi- dents. Municipal engineer Jack Parry said the eight-member public works and utilities crews had most problems under control by 5 p.m. He identified three major prob- lem areas: Mills Road and McDonald Park Road near the airport, where a municipal culvert backed up: Lochside Drive south of the McTavish intersection where a municipal culvert over- flowed and Cloake Hill, where a newly-installed culvert was blocked and partially washed out. The ground was saturated from earlier rainfall so most of Friday’s rain flowed into ditches and cul- verts, Parry said. Sandown Raceway suffered some flooding Friday but the prob- lem was resolved and races held on the weekend, Parry said. Lochside Drive was closed from 4 p.m. until about 7 p.m. after the culvert overflowed, Parry said. Work crews also repaired the culvert on Cloake Hill, which washed out between 3:30 and 4:00 p.m. That was potentially the most serious problem but residents alerted municipal staff quickly and work crews had the repairs done by 5 p.m., Parry said. Homeowners managed to deal with flooded basements on their own, he added. In Central Saanich municipal phone lines were open late han- dling calls from residents until 6:30 p.m. Clerk buyer Peter Smith, who manned the phone, said the municipality received about 50 calls on flooding between noon and 6:30 p.m. Province plans flood funds The provincial government will provide compensation for flood damage not covered by insurance, according to provincial emergency program Victoria zone manager Neil Coward. Damage for the entire Victoria region, covering the island south of Nanaimo, is estimated at $6 million. Coward said his office is now contacting insurance adjusters and determining how claims will be assessed.
