Sidney’s committee of the whole recommended to council that Municipal Affairs Minister Lyall Hanson commission a com- plete investigation into the affairs of the library board “with a view to determining its proficiency and efficiency.” “Of all the proposals this is the one that pops out and makes any sense at all,” said Ald. Herb Addison. Ald. Stan Bamford, council’s representative on the library board, said: ‘I would welcome an inves- tigation and put this to rest once and for all.” Council wants an answer on the validity of proxy votes during board meetings, a decision on what method of tax collection should be used for the library board’s requisition and an expla- nation of the board’s proposed 11 per cent budget increase with an addition of surplus funding. “Tt’s all tied in with the kind of levying to take place,” Bamford said. Council also discussed North Saanich council’s decision to withhold its requisition in protest of the proposed budget.
