Question Three: What is the single, most important issue that will face Central Saanich council members in the next three-year time period? ALDERMANIC CANDIDATES MAYORAL CANDIDATES J, a. RON CULLIS Ron Cullis Question One: In 1987 the area adjacent to the inlet was rezoned from Commer- cial to 10-acre minimum to better control any future projects. The upland area with a residential component and large amounts of open space has my support in punciple. The inlet area is much more sensitive, and any proposal would have to be evaluated for environmental and heritage impacts. In the final analysis, all costs must be borne by the applic- ant, and the project must have the support of the area residents. Question Two: Preliminary discussions have been held to identify associated issues. Community workshops and information sessions should be held in the spring to assist Central Saanich in these discussions. The final decision should be by way of referendum in the fall of 1991. Question Three: There are two issues. First, to maintain adequate service levels, considering inflation and eco- nomic recession, without raising taxes beyond a level acceptable to taxpayers. Second, to maintain local autonomy over services and land use issues, against increasing pressures for regional initiatives. TED JONES Ted Jones Question One: Rezoning applications approved for this area, if any, must ensure that the natural environment of Tod Inlet is not compromised, native concems are addressed and that public access is not limited. All proposals should be brought forward at a Local Area Plan level so that public input can be incor- porated into the proposals. Question Two: This issue has gone to referen- dum twice in the past, unsuccess- fully, Council must first determine what our share of the capital and operating costs will be, including expansion plans which are cur- rently being considered by Pano- tama. A management contract must also be established, in order for the residents to make an informed decision at a new refer- endum. Question Three: Land use will remain the single most important issue. Council will have to listen and act on behalf of the residents concerns when estab- lishing the Local Area Plans, loca- tions of golf courses and rezoning applications. Question Two: In the past, residents voted no on a referendum to join. I support current plans to hold a referendum on the issue, and will abide by the results. It seems fair that Central Saanich contribute to the operating costs of the centre, seeing that its residents are the centre’s greatest users. Question Three: LLand-use planning. The manner in which we implement policies with respect to transportation (e.g. highway expansion), housing, ser- vices (education, policing, sewer, water, etc.), environmental protec- tion, agriculture, business, and ~ industry will determine whether or not we will retain the quality of life we presently value.
