News TheReview Wednesday, October 10, 1990 — AlT ee nla October 0, eed) A Impaired driver sent to jail for three weeks on repeat conviction A Victoria man plead guilty in Sidney provincial court to driving with a blood-alcohol reading over 08 per cent, leading to his third impaired driving conviction and 21 days in jail. William Terrence Dougan, 38, was stopped by Sidney RCMP at 12:37 a.m. April 22 after police spotted him driving slowly in the wrong lane on Lochside Drive, crown counsel Edward Ormheim said. He had breathalyzer readings of 21 and .20) per cent. Although the conviction is the third for Dougan, Ormheim said the Crown was treating the offence as a second conviction since the first conviction occurred in 1978. Dougan’s most recent convic- tion for impaired driving was in 1989, Ormheim noted. Defence lawyer Dale Marshall said Dougan returned to Victoria in 1986 to help his mother as his father is seriously ill and in hospi- tal. Dougan had been employed as a driver but is on a leave of absence and unemployment insurance until his licence is returned. Dougan had a drinking problem in the past, joined Alcoholics Anonymous and successfully kept _ his drinking under control from 1983 until 1987, Marshall said. Due to the stress of his father’s illness, Dougan began drinking again shortly before the 1989 impaired driving conviction, Mar- shall explained.
