TheReview Wednesday, October 3,1990 — A2 sidney rigid against Games funding but Ceniral Saanich could coniribute Municipal funding of a portion of the cost for Greater Victoria to host the 1992 Commonwealth Games is likely from Central Saa- nich, but unlikely to come from Sidney or North Saanich. Central Saanich council mem- bers said Monday that the average municipal taxpayer should be able to pay almost $4 per year for four years to help raise a $4 million contribution from all Greater Vic- toria municipalities. “Tm sure our businesses will gain from it in some ways and through that I’m sure our munici- pality will gain as well,’ Ald. Wayne Hunter said. “We have a responsibility to fulfill this obligation and I certain- ly can manage $3.98 per year. And I would hope the other aldermen here can, too.” Other Central Saanich aldermen spoke in favor of contributing but council stopped short of making a formal motion because of con- cerns on how the contribution would be collected. A report from Esquimalt Mayor Ron Warder, chairman of the May- ors Committee on the Common- wealth Games, recommends that 14 municipal areas contribute to raise $4 million of a $6 million municipal contribution to the Games. The report, released Friday, rec- ommends that $2 million be raised by either relocating an existing hotel tax or increasing business taxes. Ald. Since the five per cent is taken off the gross amount collected, she said a group with a lot of fund- raising expenses would lose more than five per cent of the net proceeds from the event. North Saanich Mayor Linda Michaluk said Monday that she had discussed the issue with CRD Parks. A meeting to review the policy will be held Thursday, she added. “This was not the intent of the permit system,” she said. “I’m supportive of this if we can get a ceiling on it and if there can be a fine tuning of the num- bers,” Ald..Gary Valiquette said. “But I’m concemed that the fig- ures not be open-ended.” The Mayor's Committee report was not met with enthusiasm by Sidney Mayor Norma Sealey. “Sidney council has said (orig- inally) that if Victoria wishes to bid on the Games, good luck to them but we gave notice we don’t wish to be part of the funding arrangement,” Sealey said. The Victoria Commonwealth Games Society, after having its bid accepted and plans were underway to host the Games, sent informa- tion on the Games to Sidney council, which prompted council to state that it is not interesfed in seeing any correspondence from the Games society. However, Sealey said Monday: “T will be taking the new proposal back to council to see if they have a change of heart.’’ The next regular council meeting is Oct. 9. Sealey said that Sidney residents have given a lot of support to the stand council has taken. “That feeling seems to be out there still,” she said. “The strong- est sentiment expressed to me is that they don’t want tax dollars to go towards it. “That’s come through very loud and clear.” Sealey said she encourages indi- viduals to get involved in the Games but said she doesn’t see a benefit to the town from the Games. “Quite frankly I don’t see any direct benefit (because) the Games are occurring when our hotel _ space is pretty well filled up,” Sealey said. Central Saanich Mayor Ron Cullis said he supports Warder’s report from a personal point of view because it finally brings the issue forward. “It’s been going on too long and now the municipalities will have to decide how they will participate,” Cullis said. Cullis said the hotel tax will not have much of an affect on Central Saanich and the bulk of the funds will come from the residential property owner. “The costs attached to this are hot great,” Cullis said. “There is enough material presented to indi- cate a long-term, economic benefit for those in the tourist industry.” North Saanich council has con- sistently taken the position that the municipality is not interested in supporting the Commonwealth Games, municipal clerk Joan Schill confirmed. That council has not had the opportunity to discuss Warder’s report, she said. Warder was optimistic about support from the Peninsula in his report. “I also believe that in time, North Saanich and Sidney will see their way to contributing after examining the amount of contribu- tion being suggested, and weigh- ing that with the economic bene- fits of the Games for the whole region.” “Over the next four years we will see approximately $60 mil- lion in corporate donations, $50 million in federal contributions ~ and $36 million in provincial con- tributions invested in this com- munity,’ Warder said.
