Impact assessment sought io halt highways upgrade by Mare Davis The Review Opponents of the Island High- ways project have requested a federal government impact study of the highway upgrade. Save Saanich Peninsula Com- munities Coalition spokesman Clarence Bolt said the requested study would identify alternatives to the provincial government’s plans to upgrade the two major highways on Vancouver Island. Representing about 25 groups, the coalition hopes a federal envir- onmental impact study letter will freeze plans to begin upgrading the Pat Bay Highway to an expressway next summer, Bolt said. Further major upgrading work on the Island Highway, between Nanaimo and Victoria, will also be held up if the lobbying group’s request for the study is granted, Bolt said. Earlier this month Bolt wrote to four federal ministries that have the power to stall the $70 million highways project by requiring an environmental impact assessment. “Copies have been sent to four federal ministers whose jurisdic- tions are directly related to the issues involved,” he said. Copies of the letter were sent to Minister of the Environment Robert De Cotret, Minister of Fisheries Bernard Valcourt, Minis- ter of Native Affairs Tom Siddon and Minister of Transportation, Benoit Bouchard, as well as to House of Parliament speaker John Fraser. In his letter, Bolt said the high- ways project meets criteria for setting up a federal environmental impact assessment review panel. “Because of the potential impacts on business and resi- dences, on fisheries and wildlife, on Native land and on the environ- ment, the provisions of Bill C-78 seem to apply,” he said.
