GLENN WERKMAN photo Plan results in hazardous waste collection by Mare Davis The Review Fewer toxic wastes will be dumped into the ocean and into Hartland Road landfill because the Capital Regional District and the Ministry of Environment agreed last week to split the cost of hazardous waste collection. The CRD’s $183,000 share of the $368,000 project to collect the hazardous refuse and deliver it to Ontario for disposal will be cov- ered by Hartland tipping fees, CRD environment committee INLET chairman Frank Leonard said. Sidney Mayor Norma Sealey, also a member of the CRD envir- onmental committee, said the scheme is long overdue but she is “delighted” it has finally come about. Sealey said hazardous waste dis- posal is presently a problem for Peninsula residents because the toxic waste depot in Victoria is only open for a couple of hours of each month. “The hours are so inconvenient that the times (that the dump is open to the public) is almost like a fe Continued from Page Al hh Hf an interim order against use of the plant without Ministerial approval. The majority of the merchandise was taken from Central Saanich homes and vehicles during the month April, when addresses on Moore Place, Barbara Drive-Place, Buena Vista and Tamany Drive were hit. “We got a whole basement full of stuff,” Lawson said. CENTRAL SAANICH OFFICIAL COMMUNITY PLAN The new Central Saanich Community Plan (Bylaw 974)has now passed second reading. Glaring weaknesses sull exist and can still be changed. Outstanding weaknesses include: 1. Golf courses on Prime farmland: There is no protection for the top-rated farmland. The plan states “‘sites with improved rating will be considered less suitable.” This is too weak. Such land must not be considered for golf courses. 2. Weak Environmental Protection: Council has’ been asked to include the provision that ‘environmental guidelines take precedence over land use designations” as in the previous plan. So far they have refused to act on this request. 3. Development Cost Charges: This technique commits your municipality (you) to carry interest charges for development until individual lots are sold. Council has failed to follow the recommendation to “Remove direct teference to DCC’s™ and to “make clear that the standard practice of developers pays applies.” Rate payers of Central Saanich are urged to: 1. Call your councillors and get a commitment to the elimination of these 2. Attend the public hearing At Keating School at 7:30 on May 31. 3.
