Council decided to send Cou- "velier copies of correspondence wi between the Capital Regional Dis- @ trict, the provincial Ministry of @ Environment and Couvelier dating back to April 1989 when an initial : request for funding a study to expand the plant’s capacity was made. Sealey wrote Couvelier that: “Council is concerned and fru- strated over the lack of responsive- ness to this application submitted on our behalf by the CRD.” She requested a meeting between Couvelier and council at the earliest possible time. The CRD had requested funding for a wastewater process audit from the Environment Ministry to find a solution for the overloaded Sidney treatment plant. In December the Ministry replied that application had been made for funding under the Pro- posed Innovative Technology Grant program, approval had been received by cabinet but the appli- cation was stalled at the Treasury Board level. Last January, Sealey wrote Cou- velier asking for assistance and | Sidney asks for help from Couvelier received a reply January 12 that said the issue “would apparently be wrapped up in 1990-91 budget deliberations.” At a special council meeting May 7 Sealey said, after looking at the 1990-91 provincial budget, about $18.6 million seems to be available for development of waste technology initiatives. Ald. Herb Addison suggested the six council members go down to Couvelier’s office. “It seems like there’s got to be some kind of explosion on this,” Addison said. “Does anyone think he’s aware of what’s going on.” The CRD requested a grant of $50,000 too help in the cost of the $105,000 plant expansion study. The Town had budgeted $20,000 in 1989 and Environment Canada had offered $10,000.
