Saanich No tax increases will hit North Saanich residents as.a result of the 1990 municipal budget, given first three readings by council Monday. “This budget does not contain a tax increase this year,” said Mayor Linda Michaluk. Residents whose home assessment has not changed since last year will not pay increased municipal taxes. Although the $3.3 million 1990 budget is 11 per cent higher than the 1989 budget of $2.9) million, the difference is covered by sur- plus funds and increases in reve- nue anticipated from increased assessments in North Saanich. Construction in the district has pushed the overall assessment up five to six per cent, generating 5.43 per cent more in tax revenue, said municipal treasurer Ralph Gillis. The municipality also received $329,000 in building permit reve- nues last year although only $200,000 had been anticipated. Of the 1989 surplus, $87,000 is being used to balance the 1990 budget. Additional revenues from ser- vice connections, building permits and investments are also antici- pated in 1990, Gillis said. Ald. Brian Dunic noted North Saanich gained an additional $100,000 this year because of increased development in the municipality. He suggested council consider the impact of the munici- pal no-growth policy, outlined in the official community plan, on future budgets. . “How will the lack of building in future years affect future budg- ets?” he asked. Council agreed to continue the district’s no grants policy, despite Opposition by Ald. Rebecca Ver- meer. Council also agreed to increase the water rate by seven cents per - 1,000 gallons to cover increased regional district water charges. The budget will be finally adopted at a special council meet- ing next Monday. Newton Crossroad about 9 p.m. Saturday, Central Saanich police said. The Toyota, driven southbound by a 65-year-old Sidney man, was hit from behind by a 1975 Chev driven by a 46-year-old Victoria man. , Police-said a 65-year-old female passenger and two 35-year-old men riding in the Toyota were slightly injured. Total damage was estimated at $1,000 and no charges were laid. North Saanich Property Owners seeking members Continued distribution of the Heronwatch newsletter to all North Saanich residents and a member- ship drive were both approved by the North Saanich Property Owners Association at the annual general meeting April 30. Association president John Marko, re-elected for the 1990-91 term, said the 180 member group will be holding a membership campaign. Wide distribution of the group’s newsletter also helps advance the association’s goals and opinions on local issues. He felt the issues addressed’ by the association, including the upgrading of the Pat Bay Highway, the ferry terminal expansion, oper- ation of Panorama Leisure Centre and the future of Sanscha Hall, are important to North Saanich resi- dents. At the April 30 meeting, Marko was returned as president and Cy Hampson was chosen vice- president.
