Mayor Linda Michaluk hopes : council’s opposition will force the provincial government to withdraw. a Municipal Act clause which now requires a referendum or a petition to opt out of regional district decisions. “To me it’s an effrontery that the municipality no longer has the right to direct how its requisition dollars be spent,” Michaluk said. Under 1989 amendments to regional district legislation, any regional district decision which has reached the bylaw stage cannot be rejected by participating munic- ipalities without a referendum or an opposing petition signed by: five per cent of the voters. If a petition is received, then a referendum is required, municipal clerk Joan Schill explained. Monday night council was asked to approve the regional district’s traffic safety commission, towards which North Saanich would con- tribute $2,354 annually. Since the commission bylaw has received three readings by the CRD, Michaluk suggested North Saanich offer to hold a referendum on the commission during next November's election. “Tt would be my hope that a referendum will not be necessary, @ at the province would see the folly of this,’ Michaluk said. Ald. Rebecca Vermeer thought the expenditure for the traffic safety commission was worth- while and should be supported. Michaluk said the commission was sponsored by the province in the past but was now being taken over by the regional district. “There is a principle at stake here,” she said. Longiime Community volunteer leader dies at 83 An airman who served the youth of Sidney as Commanding Officer of the 676 Kittyhawk Air Cadet Squadron for ten years died Friday moming at the age of 83. John Reid Hannan was trans- ferred to the Pat Bay Airport in 1946 during his 19-year Air Force flying career. After his retirement from the Canadian Forces, Hannan went to work for Trans-Canada Air Lines, which became Air Canada. Before and after his retirement in 1972, Hannan was involved in the formation of local Little League, (in 1950) and Babe Ruth Baseball Gn 1964) organizations and the Peninsula Boy Scout movement. The 676 Sidney Kinsmen Air Cadet Squadron: was formed in the fall of 1958 after Kinsmen mem- ber Bill McNutt and the Air Cadet Liaison Officer for the Western Region asked Hannan to take the job of Commanding Officer. “Our first big thrill was in 1965 when, after only seven years of formation, we were adjudged the top squadron in B.C. and presented JOHN REID HANNAN Archibald dies at 71 The first passenger agent for Trans-Canada Airlines at the Patricia Bay Airport died last week at the age of 71 years. Robert (Bob) David Archibald was born March 16, 1919 to a well-known Alberta pioneer fami- ly. Archibald was injured while serving with the Canadian Forces during the Second World War. Upon recovering, he joined Trans- Canada Airlines in July 1943 as its first passenger agent. Archibald left Trans-Canada to attend U.B.C. for four years, gra- duating with a Bachelor of Sci- ence in Agriculture, but later _tejoined Air Canada, formerly Trans-Canada Airlines. Upon his retirement Archibald moved full-time to Piers Island, where he remained until his death, at home March 19. Archibald was a long-time member of the Sidney branch of the Royal Canadian Legion and of the Sidney Museum Unit 302, Army, Navy, Air Force Veterans in Canada. MacLaren trophy,” .Hannan said in a program cele- brating the 30th anniversary of the 676 Kittyhawk Squadron in June 1988. The squadron went on to win the trophy again for five years running — from 1970-74 — after Hannan retired. Hannan also served as president of the Sidney Men’s Softball League and was very involved with St. Elizabeth Catholic Church — especially during the construction of its new $300,000 church building on Third Street in ~ Sidney during 1979. Hannan helped with fundraising for the church project and was a chief volunteer during its construc- tion while he was 72-years-old. Hannan was born Dec. 11, 1907 in Pictou, N.S. and was prede- ceased by his wife Maude Louise on Jan. 16, 1990. The couple had four sons Keith, Doug, Wayne and Reid Jr. — and one daughter Sharron. A funeral service was held at St. Elizabeths Monday.
