News INTER- CHANGE Continued from Page Al frontage road on the east side of the highway. _ Farmers have indicated opposi- tion to a frontage road because of the presence of springs used for immigation in the area, Cullis said. “There is no proposal in the works to link Lochside Drive all the way through to Dewley Road,” Cullis said. Plans for access to the highway. from the Tanner Road area have not been made although two options exist — allow right-turn access off Tanner or build a fron- tage road from Tanner to Sayward Road, he said. Cullis said council is hoping a public information meeting can be held by summertime. Highways spokesman Betty Nicholson said the final design for an interchange at Beacon Avenue was just commencing Thursday. SEPTIC Continued from Page Ai ~ ject, applied to each lot requiring upgrading, so the cost could be paid off by the property owner Over several years. Residents knew defective septic fields would require upgrading when they voted against installing sewers in their areas last Novem- ber, Michaluk said. SMOKE Continued from Page Al Administrator Geoff Logan said council decided some years ago to stop taping committec-of-the- whole. Chairman Stan-Bamford ruled that the meeting could continue without taping. Ethier said a Municipal Act section says the town is at fault if it doesn’t stop a nuisance from occuring. But Ald. Herb Addison said the section isn’t referring to burning. Birds were mentioned, for example. “You think people are burning pigeons?” Addison quipped. Ethier said the threat to public health makes burning a nuisance issue. Sealey said residents simply don’t have the options to burning available. Until the do, council is wasting its time trying to further restrict burning. And she said the town’s powers to deal with burning are included in the Waste Management Act. Sealey said right now forcing garbage to be bummed elsewhere is “classic NIMBY (not in my back- yard).”” “The only other alternative is to haul it to Hartland Road landfill and burn it there. “As far as I’m concerned that’s no solution,” she said. ““That’s get it out of my backyard and bum it in someone else’s.”’ Ethier said North Saanich plans to ban burning, “and they’re rural for crying out loud.” Sealey said burning at set times will ensure there’s black cloud over town. Addison said the bylaw looks good to him the way it stands. “The more I look at it, the more I like it,” he said. Ethier wanted to read a stack of letters into the record he’s had on the subject. Under the payment system, taxi owners paid $250 by April 1 and will pay another $250 six months later. Taxi representatives presented a petition signed by 58 cab drivers protesting the rate of the licence fee hike shortly after it was announced. Brown said most drivers tecog- nized the need for an increase but protested the amount of it. Last year the licence fee was $175. “We looked at having a good level of service and seeing what we can do to reduce the drain on the Canadian taxpayer,’ Brown said. There are no plans to upgrade services at the airport for taxi operators but Brown said “we will discuss what kinds of facilities and services they have and what we should be doing.” Next year the fee will be reviewed again and Brown said it’s unlikely it will go down. But the review will be set far enough in advance that a split-fee system won't be required. “We thought the short notice would impact on cabbies’ cash flow, that’s why we agreed to the split fee (this year),” Brown said.
