SSPC called for a moratorium on highway planning after public mectings chaired by Saanich and The Islands MLAs were held in November. The group requested detailed design proposals, back-up studies showing traffic generators, catch- ment areas and ferry traffic, plus impact studies on the effect on agricultural land, local planning and business and the environment generally. MAYORS’ COMMENT Central Saanich Mayor Ron Cullis is pleased the ministry is going ahead with the project, but Said two issues remain. “Some modifications should be added to the design to make it-a little more compatible to Central Saanich,” Cullis said. Another issue is a southern highway frontage road to be inter- connected with Saanich, he said. Plans are to close Martindale and extend Lochside Drive to link Island View and Martindale. Cullis admitted that Alternative 3, chosen by council as the best of three, calls for the most amount of private property expropriation. “Based on the feedback from people at the public meetings, and the. long-term design requirements, im concept it was the best choice,” Cullis said. Cullis said he personally isn’t worried about the highway being designated an expressway instead of freeway. Sidney Mayor Norma Sealey said, “I’m glad the safety con- " cerns won out in this case. Sealey said that discussion of a separated grade intersection for Beacon Avenue has been on the Town of Sidney books for 20 years. She’s especially pleased with the schedule for the intersection improvements. “The sooner the better as far as we're concerned,” Sealey said. “My understanding is that the design engineers were informed to get back on track immediately.” Other Sidney intersections will need work and Sealey expects high traffic volumes will dictate which get first attention. She has a concern for the McDonald Park Road intersection because of limited vision for traf- fic turning left to go southbound on the highway. The McDonald Park Road inter- section will likely be closed while McTavish Road, Weiler Avenue and Amity Drive intersections will — remain the same. In North Saanich, Mayor Linda Michaluk said the interchange for Lands End-Curteis-Point Roads is being investigated by the North Saanich liaison committee — made up of citizens, highway and ferry staff, and representatives of both local MLAs and North Saa- nich council and staff. Ald. Art McKinnon, council’s representative on the committee, said Friday: “I think it’s a reason- able compromise on the highway end of things.” McKinnon said that things should be ready to go in the beginning of next year to start work on the Lands End Road interchange. He missed a meeting March 6 but said talks about the ferry terminal upgrade “were miles apart” previously.
