Victoria resident Frank Devlin Hughes, 52, changed his plea after his defence lawyer’s Charter argu- ment was rejected by Judge Ralph Hudson. Noting the conviction was the fourth for Hughes, Hudson sen- tenced the man to 21 days in jail and suspended his licence for 18 months. He agreed Hughes could serve the sentence on weekends. Although Hughes is unemployed, defence lawyer Stephen Perks said his client is caring for his invalid mother.
