Residents of Sidney and North Saanich would have priority use of the facility. Sidney would turn over Iroquois Park to the Memorial Park Society. The park would be maintained by. the municipality and remain tax- free in perpetuity. A planning committee of the park society brought the water- front proposal to the board. On Wednesday, John Lapham presented guidelines for a new park society planning committee which would replace the existing committee. But his guidelines were deferred to the March 14 mecting for discussion. Board members also agreed to gel a lawyer’s interpretation of the trust requirements in case of expropriation and directed the chairman to suggest a lawyer at the next mecting. The park society received the proposal for consideration. The proposed site is now leased to the school board for a rugby field, however John Harper, who drafted the plan, suggests the area is not large enough for a rugby field. Instead, he said the property could be used for a community theatre and recreation complex. The recreation complex would include a central main hall, sur- rounded by four small mecting rooms, a snack bar, washrooms and manager’s office. On the second level, Harper proposes two large meeting rooms, washrooms and either a third mecting room or a lounge. Assuming the use of steel and conerete block for construction, Harper estimated the cost at $1.6 million.
