News ™Review Wednesday, February 14,1990 — Ad Rest home no comfort for displaced seniors by George Lee The Review A new rest home will add 77 units to the rental market for seniors in Sidney. But three people next door won't be moving in. Rents ranging from $1,100 to $1,800 a month are too high for their fixed incomes. And they have to be out of their apartments by April 30 to make way for a parking lot — a parking lot for the rest home so far beyond their means. Right now, Edith Sumpton, 92, and roommate Charles MacFar- lane, 88, pay $330 a month for a tiny room at 2294 Henry Ave. Some of their neighbors have moved to another old block, next door on Henry and also owned by developer Tidman Construction Ltd. But MacFarlane and Sumpton have nowhere to go. “‘They can send me back to Britain,” Sump- ton says. Sumpton doesn’t want to move to Victoria and switch doctors. And she’s been unable to find a Ferry schedule shifted The Gulf Island ferry schedule from Swartz Bay will be changed Feb. 19 to accommodate mainte- nance and a special cargo sailing. The sailing from Swartz Bay to Pender Island will leave at 8:45 a.m. The sailing for Mayne and Galiano islands will leave Swartz Bay at 10:25 a.m. Passengers and vehicles sailing from Saturna Island at 11 a.m. will be transferred to another ferry at Village Bay. That ferry will leave at 12:20 p.m., arriving at Swartz Bay at 1:30 p.m. The Mayne Queen’s regular 5:30 a.m. sailing from Swartz Bay to the islands will carry propane to Pender Island but will not carry passengers. 4 ee HEARTED: “AT JENNER, WE MEND ALL MAKES AND MODELS / Booth in Greater Victoria!” ¢ Will Pick-Up and Deliver your car ¢ We handk all ICBC and Private Claims * Shuttle Bus Service e€nnesr a! = CHEVROLET OLDSMOBILE BROKEN- 74-1211 1730 Island Hwy. place to live anywhere in the area. Bernice Niblett, like Sumpton and McFarlane, received a tenancy termination notice. The spry 74-year-old also couldn’t find a place at the neigh- boring older apartment block. That her home will make way. for a parking lot “teally gets my dander up,” she says. But developer Ron Tidman says his new Beechwood Village pro- ject on Mills Road and Resthaven Drive is meeting a need in the community. He says town zoning forces him to replace one of his older Henry Avenue blocks with a parking lot. See related story. Tidman said he’d replace both old apartment buildings on Henry with affordable rental units “in a minute” if zoning requirements were favorable. Developers need incentives from government, because the economics work against constmuc- tion of affordable rental housing. Even at the rents set at Bee- chwood’s congregate care section, it’s a “very long-term invest- ment,” Tidman said. A complementary condomin- lum project’s 30 units are already sold. It’s designed for people 55 and older. The rental section — worth $8 million, with studio, one-bedroom and two-bedroom suites — should be ready in July, he said. Sales representative Shelley Mann said interest so far is Strong for the units. Tidman says his Beechwood Village ties in perfectly with the neighborhood. Silver Threads and Resthaven Lodge are nearby, and the public library is across the street. The rental project will offer three nutritious meals a day at a common dining area, a games Toom, a sun deck and 4a hair dressing salon. Each room has a kitchenette for entertaining guests. And there’s a private dining room for use when groups want to dine with friends and family at the home. To it’s south, there will be a parking lot, where a less-than- luxurious 18-unit building now Stands. (TE later models Tidman says he’s done what he can to help the residents of the apartment building that will soon be razed. “We've moved most of the peo- ple,” he said. Five moved over to the 32-unit building next door. And if any other units come avail- able there, those without a place to go will have first dibs. Nothing is planned for now at the remaining old building. But Tidman notes that it’s about 30 years old and destined for the wrecking ball someday too.
