POKING ITS NOSE out of the ditch is a 1974 Dodge Challenger, after an 18-year-old Victoria man lost control and entered the ditch along the Pat Bay Highway near Island View Road, about 2 p.m. Satur- day. Central Saanich police said the man apparently swerved to avoid hitting a vehicle which was stopping for a red light. Little damage resulted to the Challenger and its driver was not injured. Seeing a pretty picture of a housing complex is one thing. But after council approval, the result- ing development sometimes looks completely different. That is, unless there is a land- use contract in place. In Central Saanich, council sup- ported a request from the City of Victoria to write to the Ministry of Municipal Affairs that land usc contracts should be re-introduced through Bill 80. Planning and zoning committee chairman Ald.
