Bountiful B.C. To say that municipal leaders are horrified at the increase in the welfare levy this year from $1.06 to $1.58 per capita is to put it mildly. It is not too’much to say that a percentage increase of such magnitude. makes mockery of all governmental talk of ‘holding the line.’ Reasons for the vast increase of expenditure on welfare are not clear, although we are told that unemployment brought about by the federal’ anti- just that the remedy should add to the heavy burden borne by the taxpayer at municipal level. Care for the destitute aged, fatherless families, itinerant youth, rehabilitation: tributing to the welfare monies municipalities are required to collect and hand over to the provincial government, but as with the costs of education Councils have no‘control in the manner of spending. . People on the whole are compassionate, and would on -no account return to the days when abject destitution was rife. Yet so phenomenal an increase in welfare costs » in-so short-a-time requires more. explanation than has ~ There is little public understanding | either of the sale of relief in given circumstances, the method and means of distribution, or the costs of administration. Perhaps _ the greatest cause for concern is the blanket per capita “assessment in rural municipalities’ where the - per: ‘centage of relief is likely to be the lowest. ‘Unless: a more - precise definition — of the “current “welfare situation is offered, the familiar ‘provincial ~ Slogan may be changed to Bountiful British Columbia. HAVE YOU NOTICED ? BY JOHN SQUANCE It had been said, ‘‘Choose this day: whom ye will serve,’ and this has a particular connotation. But. choices are being made continually. The alternatives between which we have to choose are endless. We cannot start too soon to discriminate wisely, for ‘it is in the choice we make that. our destiny is written. There are many places throughout childhood where a choice can be consciously made and the much needed ability to choose wisely can be developed, while loving and. thoughtful parents can cushion the mistakes: A Situation arises now and then where it would be wonderful to be a child again and let Mom or Dad help us decide which path to take. But, since we are grown to man’s estate now, we must make our own decisions, not always knowing at the time whether or not we made the right choice. We learn to discriminate the hard. way, through trial. and error. Sometimes an. over- protective parent is very unwise when they say, ‘‘I wouldn’t want my children to go through.what I had_ to,’ or when it is said, “I hope we don’t make the mistakes with our children that my parents made with me.’’ Perhaps this had reference to some searly hard- ships or disciplines, ‘maybe an unwise taboo, but not, I think, because those parents taught a wise sense of discrimination, an attrubute which will serve one all” through life.. “Tn choosing this’ day whom ye will serve, will'it be the hard way of relative freedom. from debt.or the easy way where most of. the. wage-earner’s money. goes to ‘instalments on luxuries.’ The health, ‘conscience, and mental well-being are - ‘involved.
