During the past few days the owner-electors of Central - Saanich have received two eleventh-hour. circulars relating to the revised sewer bylaw referendum to be held on Saturday. ‘The sheet prepared by the municipal council i isa plain ~ explanation of the intent of the by-law, plus a map in- - dicating the areas to be serviced. In direct opposition to the bylaw, the second com- munication published by anonymous ‘‘concerned ratepayers, ”” is an open invitation to the electors to once again reject the sewer proposal. If the stated reasons for this advice are true, members of council and their ad- visers, the medical and sanitary authorities, Capital : Region planners, responsible departmental and Central - Mortgage and Housing officials are alike a consortium of ignorant and unprincipled numbskulls.. - The missive in question charges that sewers “will be followed. by. countless subdivisions, crowded schools, spiralling taxes and complete destruction of our : valuable rural environment. For Review readers who have not been to Stum Lake and are not likely to go under current road conditions there is a well illustrated, informative article by Richard Wright in the April, 1970 issue of.
