The much quoted land disposal system at Sante, California, utilizes ‘soil filtration by filtering the. ef- fluent through the deep gravel strata, and does not use evapo- transpiration by depending on crops or. trees to deplete the liquid effluent, which has been proposed here. ‘4. They would be faced with the - requirement of floating de- bentures for. another million dollars or more to re-route sewage flows back to Haro Strait where another sewage treatment plant would have to be built, at.a time when they would still be paving off their existing two million dollar debt for their. .evapo- transpiration. system... It. is needless to say that if such a catastrophe occurred, the Municipality could not. cer- tainly afford the second debt, nor would it qualify either. on the money market or with the Dept. of Municipal. Affairs. to ‘entertain the second debt. I will break the question down into parts. Let us put each part under a separate heading, anf then deal with each in turn. PART 1. DO WE NEED SEWERS? PART 2. DO WE WANT SEWERS? PART 3. DO WE WANT THE TYPE OF COLLECTION SYSTEM PROPOSED? PART 4. DO WE WANT THE TYPE OF TREATMENT AND DISPOSAL PROPOSED? PART 5. WHAT ARE THE FINANCIAL IMPLICATIONS? In discussing these questions I am going to assume that you have on hand details of the scheme and maps relating to it, To discuss the above questions properly will require a little time, so please stay with me. ; Remember, ths preparation of a sewer pian; so that it will do it’s job; be financially feasible; and meet all the requirements of numerous Government Departments is a hard complicated, time consuming job. In our considerations we must remember thal, even if passed, any plan cannot be implemented - overnight, so we are at least locking eighteen months into the future. Any revised plan would take much longer than that. PART 1, Do we need sewers? ; : Twenty years ago some people said there was no need for a water. system in the Municipality, Be- lieve it or not, one party said they did not need a supply of water for an indoor toilet because they did. not need an indoor toilet: is We have come a long way from that day of poor wells and scarcity of water. Now our problem not to get the water, but to dispose of it. Something like 4,000 gallons goes through a house in one month. The problem of disposal of this w ater depends upon two main factors, the type of soil on your lot, and the area available. In many cases the soil is expected to absorb the equivalent of 100 inches of rainfall per year. The soil must absorb this and not let itrun off. This water is not pure but contains many small particles of matter which tend to clog the soil and reduce its capacity to absorb. In Central Saanich, even where the soil contains a high quantity of sand and gravel, it does not absorb water readily: If you will observe the gravel pits on Keating Cross Road as you drive by, you can see that even here the water levels are very near to the surface. Ponds exist above ons pit within afew hundred yards of the rim. - Shallow wells exist not far above the other two. So we do have a very real. problem. The need for sewers has not been questioned at public meetings, although tf the number of Septic Tanks malfunctioning has been asked. There is no way of knowing this. definitely, without an ex- tensive survey, because a faulty septic tank is not something someone advertises. The actual number 4 s much greater than generally thought. Of the six within our family, five are malfunctioning. If a yellow flag were planted on the.lawn of every house with a malfunctioning septic tank I.believe people who have not looked into this matter would be amazed. Physically 1 believe we need sewers. Sewers are more dependable than septic tanks in ridding you of your.waste and water. So financially I believe we need sewers when the costs somewhere near balance. Someone mentioned the figure. of for’.evapo-transpiration land disposal. The other $1600.00 invested in sewer debentures at.9 percent will yield $144.00 per annum, completely covering your sewer.costs, and when the sewer debt has been retired you still have your $1600.
