B. Cumming and Alderman Trevor Davis departed from their usual calm exchanges and, in obvious anger, ended up shouting at each other over'a matter of procedure. The disagreement arose when the Mayor disqualified Alderman Nell Horth from voting on a new by-law. because she was not in at- tendance at a hearing held to hear public opinion on the matter. _Aldermen George Aylard, Barney Taylor and George Cumpston were all absent from the meeting-and the disqualification of Alderman Horth meant that the by-law could not be heard for lack of a quorum. Never making clear why he was so incensed at the resulting two week delay, Alderman Davis challenged the disqualification ruling by the chair and then attempted to speak to it. Claiming that such a challenge must be voted upon . without debate, the Mayor interrupted - Davis in mid-sentence. “Here we have an Alderman who has sat here for six years and doesn’t know the principles of voting,”’ said Cumming. “That is a lie, sir, a lie,” said - Davis .- half out of his chair.
