There was a time. when
“the two. small northern
tribes disagreed and they
called upon the Great Chief
of all the tribes to hear and
settle the dispute.

“And the tribes said name
for us an arbitrator whose
-words can be weighed. by
both sides and whose word
of decision shall be final
and binding.

But the Great Chief said
“‘no’’, this shall not be. 1am
‘the word, my decision
must be that final law.
- The Great Chief listened
to. both tribes, and before
departing: said ‘‘I~ shall

bring» forth Jegislation
which shall be binding, and
which. shall “not “be
disputed.”

draw. this legislation. But
this man knew not the the
tribes, their condition, or
the nature of the dispute;
but with the limited in-
formation given to him he
prepared and submitted a
proposal.

In due time he who sits on
the “‘Right Hand’’ of the
Great. Chief. called .a
meeting of the Elders of the
two tribes and “‘The Right.”
Hand" presided at’ this’ ’

meeting.

- And “The Right Hand"
questioned the Elders and

made some changes ac-
cording to: their. replies.

And the sun arose, the
days passed and. the sun
set; and the tribes received
a copy of a new decree.

“The Right Hand” of the
Great Chief said ‘‘this. will
be presented to the Great
Chief. and-by him to the
Great Tribal Pow-wow.
This shall be the law, this
the decree of the ‘‘Great
Chief”’.

The Great Chief said ‘'T..
