Differing ! from the bylaws rejected by the ratepayers in two recent referendums, the most significant change is the introduction of a two-mill Pollution Control Tax to finance the proposed trunk sewer, treatment plant and ocean outfall facilities. The tax will be levied on all property owners in the municipality. In the sewerage collection areas of Brentwood, _ Saanichton and Turgoose, home owners will pay the _ property tax and the appropriate sewer rental charge, and these electors alone will qualify to- vote in a -_ referendum at a date yet to be named. Chance of success is made brighter by the provincial . ruling that this time a simple majority will suffice, ‘providing that 60.per cent of the. _ eligible electors _ exercise their franchise. oe Some i in the areas not to be serviced may question the : application of the two-mill tax, but on consideration it ~ seems eminently fair that all residents should. make - their contribution and thereby obtain a vested interest in the the trunk installations.
