J, Larnick of Sidney. The committee recently pre- pared and secured nearly 3,500 signatures on a petition to Health Minister Ralph Loffmark, anda delegation from the contmnittee was subsequently received by the minister to present the petition and also a brief outlining the needs of the area. The brief stressed the necessity of re+ taining a hospital in the northern -peninsual in order to keep doc- tors in the area. The minister has expressed concurrence with the principle that for practical purposes the Victoria-Saanich region is too large to be served by a single central hospital, and that the nor+ thern thunicipalities must be treated as a local region, pro- vided with separate although li- mited essertial hospital fa- ellities. On this basis the committee has stulied the northern penifisula area to determine the location of a hospital which would be cen- trally accessible t the greatest tmumber of residents. The esti« mated locations and numbers of inhabltants of the various sub- districts within the area have been plotted on a map, and from OLD Fire these figures the centre of popu- " Jation has been determined. This centre lies at the western end of the Experitnental Farm, about a half-mile south of McTavish Road. Driving distance to this point is about six miles from the Deep Cove-Madrona Area, and about five miles from the southern boundary of Central Saanich. In the committee’s view, unless compelling arguments indicate otherwise, the new hospital should be located within a one- mile radius trom this point, thete being much open land available in thé vacinity. Although final site selection must be madd by the Health Mi+ flister and his technical advisers, the committee feels tat certain baste principles niust apply. 1. Before the Referndum is called the Minister should desig- nate a specific site so that the voter's could vote with some con fidence, 2. Under the complete pro~ gram the tax levy upon the nor- thern municipalities will be suf- ficient to finance a modest lo- tal hospital, ard a programm must not be permitted which would impose such tax while resulting in the northern area being de- prived of local facilities which have been enjoyed for the past 50 years, 3, The hospital prograzn must specifically serve the northern municipalities and islands as 2 sub-regton, and the hospital must be located for best accessibility from ail commanities within this area. : “Officials ot ‘School District No: 63 -- which covers the Saanich _ At. the “@lassroom. space at the Saanich- ‘Peninsula --.are ‘deeply concern- ed about overcrowded conditions ‘in most of the area’s 18 schools, Although final figures are not “yet available, it’is éxpected en-~ rolment this term will be at , least 300 students more than last . year -- an increase of nearly. _ Six per cent.
