Kirk DATE: January 19, 199% City Administrator FILE: 71/93 & 72/93 FROM: Carlos Felip Director of Planning SUBJECT: 2342 & 2346 Marpoie Avenue Rezoning Application 71/93 Development Permit Application 72/93 Planning & Development Committee — January 18, 1994 RECOMMENDATION: That this application be approved to proceed for rezoning from RS-1 (Large Lot Residential) te RM-5 (Downtown Apartment Residential), subject to the conditions contained in the September 13, 1993 report from the Director of Planning. BACKGROUND = This application is for the development of a 9~storey residential apartment building in the Downtown Apartment Area. The last proposal reviewed by Council included 46 apartments and 68 parking spaces. A relaxation of the parking requirements by 10 parking spaces was required. Based on concerns over the shortfall of parking, Council instructed that the developer hold a Public Information Meeting to inform area residents of the proposal. Further revisions to the building design have now been submitted. The total number of units has been reduced to 40 apartments. As a result of this change, the provision of 68 parking spaces conform to the City's Bylaw requirements. The revised drawings are attached tc this report. As the revised proposal addresses Council's main concern with parking provision, there is no apparent reason to require that the developer hold a Public Information Meeting prior to a former Public Hearing. It is therefore recommended that this project be granted Approval in Principle to proceed subject to the conditions in the September 13, 1993 report from the Director of Planning.
