NEW BUSINESS: Councillor Gordon referred to the Federation of Canadian Municipalities message regarding the Government’s Economic and Fiscal Statement showing that it expects to cut $80 million from projected increases in GIL payments during 1993-94 and 1994-95. The loss of revenue to municipalities would go on indefinitely due to the proposed change in the way GILs are calculated. This is a classic case of downloading. Unavoidable mill rate increases based on the provision of services to federal properties would yield no increase in federal GIL payments for an indeterminate period. . The new formula for calculating GILs will permanently reduce the revenue which municipalities would otherwise have received. Moved by Councillor Gordon: From Councillor Wright regarding the Fraser Valley Regional Library Budget, referred to the City concerns with the present cost sharing formula inequities. Moved by Councillor Wright: That the Fraser Valley Regional Library Board reassess the cost sharing formula iniquities which have resulted in our capita cost increasing by $1.09 in 1993 while other areas appear to be substantially lower.
