phate , Woodland Area Cont’d... completion of Phase 1 and the elimination of transit buses through the Woedland area has resulted in some traffic improvements. Access has been improved for residents from the Woodland area to Westwood Street and traffic Short-cutting through Jervis/Raleigh/Lancaster has been reduced. However, there are still problems with cars short-cutting through Patricia/Hastings. In order to discourage this short-cutting, a traffic island was constructed at Kitchener and Woodland which prevents eastbound traffic on Kitchener from tuming on to Woodland. These drivers now use Clayton/Tuchey/Murchie (which are residential streets) to get back onto Patricia and Hastings. Traffic counts indicate that there are over 2,000 vehicles a day, and over 300 vehicles per peak hour using Clayton/Tuohey/Murchie. As Woodland/Patricia are designated collector streets designed to a higher standard, it is proposed to open up the island at Kitchener and Woodland in order to allow eastbound traffic on Kitchener to turn northbound onto Woodland. Also, the City is proceeding with the following changes which would help reduce the short-cutting problem: 1. Working with the Ministry of Highways to install a left turn green arrow for eastbound traffic on Lougheed tuming north onto Hastings. Working with the Ministry of Highways to change the traffic signals at Lougheed and Westwood so that the existing centre lane for southbound traffic at Westwood and Lougheed (which is presently a through only lane) can be designated as a through or left turn lane. The City is negotiating with the owners of the Poco Place Mall in order to acquire additional property for road right-of-way along the east side of Westwood north of the Lougheed Highway. This property would be used for widening Westwood and constructing an additional left turn lane on Westwood for southbound traffic turning east at Lougheed. As you can see, this is a complex procedure involving various properties and authorities. We are about half way through the changes needed to improve the traffic in the Woodland area and hopefully in a year or so negotiations and construction can be completed to finish the changes. In the meantime, the Mayor, Council, and Staff will be working closely with you in resolving these traffic problems and raintaining the lovely residential character of the Woodland area.
