There will be no bypassing of a viable market centre in
favor of a larger town or city.

E.A.S./E.F.R.C. is provided on @ cost sharing basis
determined by the number of telephone customers in each
exchange and distance between exchanges receiving this
service.

The implementation of E.F.R.C. service will result in @
higher monthly charge to all telephone customers involved
which will be billed and shown separately on the
customer's account.

Acceptance of E.F.R.C. offering and rates are determined
by a mail plebiscite. A majority approval of over 50% in
favor of E.F.R.C. is required as evidence from total
existing customers to either proceed with and/or withdraw
from the program.

A majority of 50% plus l ballot of those baliots returned

only will be required prior to implementation of E.F.R.C.

For requested exchanges where rates increase by one dollar
per month of less, E.F.R.C. is implemented without
ballot.

Metropolitan fringe area rates established for Calgary and
Fdmonton fringe area exchanges.

A total of 200 routes will be operative with completion of
this program.

All exchanges within the 40 mile Limit who were not given
an opportunity for E.F.R.C. previously will be considered.
