From the City's point of view, the disadvantages are as
follows:

ae There is a cost to the City of picking up these
containers due to wear and tear on the equipment, the
need for more maintenance, and the early replacement of
expensive garbage trucks.

The benefit of cleaner streets oniy exists if most
people use the containers and only the containers.
From observation, many residents also placed bags
alongside the containers. .

The crews experienced longer pick-up times though not
as bad as it would first appear from the report.

The use of the lifting equipment interferes with our
normal methed of collecting large items such as couches

and fridges.

Once the City authorizes the use of these containers
and people buy their own containers, there {s no

backing out by the City.

The recommendation for a maintenance fee to Canus for each
container is based on the need to cover our equipment
replacement costs, although we have no accurate figures for the
increased wear. It is intended to prevent the City from having
to raise the garbage rates in order to carry on with this
operation. We project an income of $10,000 to $12,000 per year

from this source.

A further comment on disadvantage "c" js that the crews do
feel negatively about the use of the containers. We would
expect that there would be some attempt to renegotiate the
agreement covering the task system of garbage collection.
However, allowing for the extra time spent In breaks during the

trial period, it would appear that the crews would still! be
able to finish a normal days work before fhe 4:00 p.m. quitting

time.

With regard to disadvantage "d", it is my belief that we
need to change the method of operation for heavy items in any
case.» Some of our extra wear problems with aur equipment are
the result of these heavy items being Included with the regular
