That Harbour Drive be closed at the culvert leading to the drainage pump station and the culvert be removed before the winter flooding period and that any traffic be diverted over the Mary Hill Bypass. BACKGROUND AND COMMENTS: ; The 1984 Budget makes provision for the removal of the Harbour Orive culvert in. order to improve the drainage in the industrial area. Harbour Drive is due to be closed completely at the Mary Hill Bypass once this Bypass is opened. Because the paving of the Bypass has been delayed until the spring, we are faced with another winter, of poor drainage in the industrial area unless we take steps to close Harbour Drive and divert traffic over the gravel- surfaced S8ypass. , We have checked with the Dept. of Highways and they have no objections to’ us using this unfinished road provided that we undertake to grado it when necessary. The closure of Harbour Drive will create no great hardship tor the residents of that area. There is not much traffic on it now and any traffic that does use it will not find the Bypass to be significantly out of the way.
