Parking Requirements ~ Commercial Building Marpole Street. . _ I have been approached by a prospective tenant of the new building on Marpole Street across from the liquor store to enter into a parking agreement with the City for additional parking spaces. This new building has an adequate number of parking spaces under our Zoning By~law for normal Commercial use however, the applicant wishes to establish a Restaurant at this location and the parking requirements are in excess of what would normally be assigned to his portion of the building. He will require an additional 13 parking spaces. As Council is aware we have entered into agreement with owners from time to time where the applicant pays a down payment towards the capital cosr of ' providing parking and in addition pays a monthly rental. The spaces, are thn presumed to be supplied from available City parking in the downtown. Iwas hoping to avoid entering into any more agreements of this nature until we were able to get our downtown revitalization program under way. Under this program we should be formalizing our downtown parking arrangements and by the establishment of a special area in the downtown we could embark on a different form .O£ taxation for downtown parking. In the meantime however, I don't want to held up & Prospective tenant for a Commercial building in the downtown for lack of a suitable alternative. With regard to rates, our last agreement on Parking provided for an initial Payment of $325.00 per stall plus a monthly rental of $7.50 per stall. If we were going to continue om this same basis in the future I would recommend that these rates be reviewed however as the whole question of parking is presently under review as part of the downtown revitalization I would suggest that if Council is prepared to enter into an Agreement with the Applicant that we leave the present rates in effect for the _ time being. For Council's information we have seven agreements presently in effect covering 125 City Parking Stalls. In the paved parking lots owned by the City there ane presently 168 spaces plus an additional 100 spaces at the Fire Hall. Parking Lot. This lot is not paved but is in regular use. This does not include the 19 stalls on the paved lot on the corner of McAllister dnd Shaughnessy adjacent to the Disco. venee/2.
